To ensure the car is roadworthy and work done to it does not compromise its saftey. In AU no one will buy a car with unregistered additions unless they never plan on driving it on the road.

But that's another thing that is common around the world. I think it should be clear, however, that piracy is viewed as a very minor thing.

@prism_magica@Roluxad@rinsass In the rest of the world, there are two classes of crimes. People distance themselves from killers, drug addicts and the like, but for much lesser crimes like piracy or jaywalking, most people dont care.
I won't disagree with japan being safe, but there are other issues.
