The suspect has been identified as Kabugo Henry, a 21-year-old boda boda rider and resident of Old Kira–Kisenyi.
Preliminary investigations indicate that Kabugo Henry was captured in video footage of the incident wearing a blue reflector jacket and concealing his face with a black hood.
The suspect was arrested in the Wandegeya area of Kampala in a joint operation involving Police and boda boda leadership from Nakawa Division.

. @KawalaRachael "The Kampala Metropolitan Police (KMP) East has successfully dismantled a notorious robbery gang that has been terrorizing residents in Mukono Municipality and its surrounding areas.
The operation followed a series of aggravated robbery incidents in which a group of youths, commonly known as “Eggaali”, attacked members of the public using dangerous weapons such as knives, pangas, and pavers. The gang would rob victims of their valuables, including mobile phones, bags, cash, laptops, and wristwatches, particularly along Kayunga Road, Kusatu, Nasuuti, and Wantoni areas.

OFFICERS’ WELFARE: Directorate of Logistics and Engineering resolves officer’s long-standing shoe size challenge
In a touching gesture aimed at improving officers’ welfare and well-being, the Directorate of Logistics and Engineering today handed over two specially made pairs of shoes, size 17, to No. 82378 PPC Olepus Jovian, attached to the Anti-Stock Theft Unit in Napak District.
Since joining the Uganda Police Force, PPC Olepus had faced persistent difficulties in finding fitting police shoes due to his unusually large foot size — a challenge that affected his comfort while executing daily duties.
Accompanied by his father, the officer received the shoes from AIGP James Apora, the Director of Logistics and Engineering, at the Directorate headquarters in Kampala.
Speaking during the handover, AIGP Apora noted that the officer’s case became one of the most unique welfare concerns the Directorate had encountered, prompting a special order to be made to ensure the officer is fully facilitated to serve comfortably and effectively.
“We could not allow one of our own to continue working without proper footwear. His case opened our eyes to the need for advance planning in handling special welfare requirements for officers. I thank him for remaining patient and never feeling neglected by the Force,” AIGP Apora remarked.
The Directorate also appreciated the Police Management for continuously prioritizing the welfare of officers, emphasizing that every officer deserves dignity, support, and proper facilitation while serving the country.
For PPC Olepus, the delivery of the custom-made shoes was more than just receiving footwear it was a reminder that the institution values and cares for its personnel.

Motorists are advised to plan their journeys in advance and strictly follow all directions issued by traffic officers on duty.
To enhance safety, security, and orderliness, certain activities will be prohibited along designated routes. Parking outside authorized areas is strictly forbidden, and any vehicles found in violation will be towed to the nearest police stations at the owner’s expense.
Motorists are further urged to use the roads responsibly, avoid reckless driving, and comply with all temporary traffic diversions and restrictions that will be in place.
The public is strongly encouraged to remain calm, law-abiding, and cooperative as the country marks this important national occasion.

The Chief of Defence Forces, Gen @mkainerugaba, the Inspector General of Police, Abas Byakagaba, together with other senior security officers, at Kololo Ceremonial Grounds overseeing the final parade rehearsals ahead of the swearing-in ceremony for H.E. the President, slated for Tuesday, 12th May 2026.
Today, the Embassy of Japan in Uganda reinforced its longstanding partnership with the Uganda Police Force through the donation of seven (7) modern fire trucks under the Grant Assistance for Grassroots Human Security Projects (GGP).
The fleet was officially handed over by the Ambassador of Japan to Uganda, H.E. Takuya Sasayama, to @igp_ug1, during a ceremony held at the Ministry of Health Headquarters in Wandegeya, Kampala.
While receiving the equipment, the IGP emphasized that the addition of these fire trucks will significantly strengthen the operational capacity of the Police’s Fire Prevention and Rescue Services, particularly in the districts of Tororo, Mpigi, Kiryandongo, Lira, Bundibugyo, Iganga, and Luwero.
He noted that this enhancement will improve emergency response times and bolster efforts to safeguard lives and property.
“This continued support is a clear demonstration that Japan remains a committed partner in Uganda’s pursuit of safety and human security,” the IGP remarked.
He further extended his profound gratitude to the Government of Japan and the Embassy of Japan for their unwavering support to the Uganda Police Force.
Over the years, the UPF has benefited from a series of contributions under the Grant Assistance for Grassroots Human Security Projects (GGP) initiative. Notably, these include four (4) fire trucks, one (1) rescue truck, and one (1) command vehicle in 2020; five (5) fire trucks and one (1) ambulance in March 2025, in addition to ongoing capacity-building support.
The Inspector General of Police, Abas Byakagaba, today hosted pupils and staff from Sir Apollo Kaggwa Primary School (Kisaasi Campus) at Police Headquarters, Naguru.
During the visit, the pupils were taken on an insightful guided tour of the National Command and Control Centre (NCC), the Directorate of Forensic Services, and the Directorate of Counter-Terrorism, where they gained firsthand exposure to the operations that keep the country safe.
Addressing the pupils, the IGP delivered an inspiring message about responsibility, discipline, and the power of education:
“You are the future leaders of tomorrow. In time, we shall step aside, and you will take over. That can only be achieved if you work hard, remain focused, and take your studies seriously.”
He further urged the pupils to make wise life choices, emphasizing the importance of staying away from drug and alcohol abuse, avoiding strangers, and never accepting gifts or lifts from unknown individuals.
The IGP also highlighted the importance of road safety, advising the pupils to always move under the guidance of responsible adults and to remain alert at all times.
Encouraging them to grow into responsible citizens, he called on the pupils to study diligently, respect others regardless of age, obey rules, uphold discipline, remain honest, and be God-fearing. He also stressed the importance of keeping their environment clean.

The Directorate of Forensic Services (DFS), in collaboration with the Directorate of Human Resource Development (HRD), has developed a comprehensive set of Forensic Induction Course Training Tools.
These include a training curriculum, trainer’s guide, training manual, and a crime scene procedures manual. This initiative underscores the critical importance of standardized forensic training in safeguarding the integrity and reliability of forensic evidence presented in court.
The tools were developed by a dedicated technical working group comprising forensic practitioners, Uganda Police Force (UPF) trainers, and a curriculum development consultant. The development process was supported by the Embassy of the Kingdom of the Netherlands through the International Development Law Organisation (IDLO), a key partner in strengthening UPF capacity-building
efforts.
The completion of these tools marks a significant milestone in the professionalization and standardization of forensic operations within the Force. Scenes of Crime Officers serve as vital gatekeepers in the forensic process, and any shortcomings at the crime scene can compromise evidence integrity and affect the outcome of criminal prosecutions.
By establishing uniform procedures and high training standards, these tools are expected to enhance the capacity of forensic practitioners, improve the quality and credibility of forensic evidence, and contribute to fair and reliable judicial outcomes.
The Forensic Induction Course Training Tools will be officially launched at 9:00 AM on Thursday, 23rd April 2026, at the Police Headquarters Mega Tent in Kampala.
The ceremony will be presided over by the Inspector General of Police and will mark the formal adoption and rollout of the tools across all Police Training Schools.
The Inspector General of Police has invited several dignitaries and institutional partners, including the Ambassador of the Kingdom of the Netherlands, representatives from IDLO, the Justice, Law and Order Sector (JLOS), the Office of the Director of Public Prosecutions (ODPP), and the Judiciary of Uganda, among others.
The programme will feature a panel discussion aimed at engaging stakeholders on the significance, application, and expected impact of the training tools on policing and the administration of justice in Uganda.
