STATEMENT BY THE INTERNATIONAL HUMAN RIGHTS FOUNDATION-IHRF
Subject: Urgent Concern Regarding Civilian Casualties in Pakistani Airstrikes on Afghan Border Provinces
The International Human Rights Foundation-IHRF expresses profound alarm over reports of Pakistani military airstrikes conducted overnight in the Afghan border provinces of Paktia, Paktika, and Kunar. According to local accounts, these operations have resulted in grievous civilian harm, including the destruction of multiple family homes and mass casualties.
Preliminary reports indicate the following:
· In Mandokhail village, Chamkani district, Paktia, an initial strike allegedly hit a civilian residence, killing an elderly man and a child. Witnesses further report that a subsequent strike targeted villagers who had gathered to render aid and conduct rescue operations, resulting in the reported deaths of 28 additional civilians and injuries to over 150 others.
· In Walwast village, Gayan district, Paktika, a residential home was reportedly struck, killing six civilians, the majority of whom were women and children.
· In Barolo village, Manogai district, Kunar, a civilian home was destroyed, causing extensive property damage.
Aggregate preliminary figures place the reported toll at no fewer than 38 civilians killed, including women and children, and 163 injured, with three family homes completely razed.
The IHRF underscores that the reported strikes on civilian dwellings and the alleged subsequent targeting of rescue personnel raise grave concerns under International Humanitarian Law (IHL), particularly the principles of distinction, proportionality, and precaution. The deliberate or indiscriminate attack on civilians and humanitarian responders may constitute serious violations of the Geneva Conventions and their Additional Protocols.
The IHRF calls upon the Government of Pakistan to:
1. Immediately and transparently clarify the circumstances, legal basis, and targeting protocols governing these operations.
2. Cooperate fully with independent, impartial investigations into all allegations of unlawful civilian harm.
3. Ensure unfettered access for humanitarian assistance to affected communities.
Furthermore, the IHRF urges:
· The international community, including the United Nations and relevant human rights mechanisms, to rigorously monitor these developments, document all incidents, and support fact-finding missions.
· All parties to uphold their unequivocal obligation to protect civilians as the paramount priority in any armed operation.
· Prompt accountability for any violations of international law, including through appropriate judicial or investigative processes.
The IHRF reiterates that the protection of civilian life is not discretionary—it is a binding legal and moral imperative. We stand ready to assist in any effort to establish the facts, safeguard the rights of victims, and ensure justice for all affected families.

FOR IMMEDIATE RELEASE
International Human Rights Foundation (IHRF) Condemns Shameful Life Sentence for Dr. Mahrang Baloch and Sibghatullah Shah by Pakistani Authorities
The Hague, The Netherlands – June 23, 2026 – The International Human Rights Foundation (IHRF) expresses its strongest condemnation regarding the reprehensible life sentence handed down by a Pakistani Anti-Terrorism Court to prominent human rights defender Dr. Mahrang Baloch and her colleague, Sibghatullah Shah .
This verdict is a blatant miscarriage of justice and a devastating blow to the rule of law in Pakistan. Dr. Baloch, a leader of the Baloch Yakjehti Committee (BYC), has been a fearless and peaceful voice for the Baloch people, courageously campaigning against enforced disappearances, extrajudicial killings, and state repression in Balochistan . Her only crime is her dedication to exposing grave human rights violations .
The IHRF is deeply alarmed by the egregious procedural irregularities and denial of due process that characterized this “secret trial” . A proceeding that denies the accused the right to effectively cross-examine witnesses or present a proper defense, held in a “faceless court” on jail premises, cannot be considered a legitimate judicial process . This is not justice; it is a politically motivated weaponization of the judicial system to silence dissent and intimidate human rights defenders .
We echo the calls of Amnesty International and other international bodies, who have condemned this verdict as an affront to the right to a fair trial . The state’s cynical misuse of anti-terrorism laws to prosecute peaceful activism represents a dangerous escalation in the crackdown on fundamental freedoms in Pakistan .
The IHRF urges the Government of Pakistan to immediately and unconditionally release Dr. Mahrang Baloch and Sibghatullah Shah, and to ensure their safety and well-being.
We call upon the international community, including the United Nations Human Rights Council, to:
1. Denounce this injustice and place Pakistan under close scrutiny for its escalating human rights violations.
2. Demand transparency in all legal proceedings against human rights defenders and a full investigation into the circumstances of this case.
3. Pressure Pakistani authorities to cease the persecution of peaceful activists and uphold their international obligations regarding due process and fundamental rights.
The IHRF stands in solidarity with Dr. Mahrang Baloch, Sibghatullah Shah, and all peaceful activists in Pakistan who risk their lives for justice and human dignity.
"The tragedy, from Islamabad’s perspective, is not that others are conspiring against Pakistan. It is that Afghanistan has begun to behave like a state"

International Human Rights Foundation (IHRF)
Urgent Statement on Pakistan-Administered Kashmir
For Immediate Release
The International Human Rights Foundation (IHRF) condemns in the strongest terms the Pakistani authorities' violent crackdown on peaceful protesters in Pakistan-administered Jammu and Kashmir, which has resulted in over 32 civilian deaths, including at least one woman, between June 8 and 16, 2026 .
Escalation and Repression
The crisis was precipitated when authorities designated the Jammu and Kashmir Joint Awami Action Committee (JKJAAC)—a civil society movement advocating for political and economic rights—as a "proscribed organisation" under anti-terrorism laws on June 5 . This was followed by:
· Complete suspension of internet and mobile networks across the region
· Deployment of federal paramilitary troops
· Mass arbitrary arrests of over 100 activists and leaders
· Travel restrictions barring outsiders from entering the region
· Arrest of journalist Sohrab Barkat under the Prevention of Electronic Crimes Act
The IHRF has documented a recurring pattern of deadly crackdowns on JKJAAC protests, including violence in May 2024 and October 2025 that claimed multiple lives .
A Pattern of Systemic Violations
This crackdown is not an isolated incident but reflects systemic human rights violations in Pakistan-administered Kashmir. Despite nominal autonomy, residents are denied meaningful political representation—excluded from Pakistan's National Assembly—and political dissent is routinely suppressed through arbitrary detention, harassment, and violence . The denial of fundamental rights, including freedom of expression, assembly, and association, violates Articles 19, 21, and 25 of the International Covenant on Civil and Political Rights (ICCPR), to which Pakistan is a signatory .
Demands
The IHRF urgently calls upon:
1. The Government of Pakistan and AJK Administration to immediately halt all use of deadly force against peaceful protesters, lift the internet shutdown, release all individuals arbitrarily detained, and lift the unlawful ban on JKJAAC
2. An Independent and Impartial Investigation into all civilian deaths, with full access for international observers, and ensure accountability for those responsible for unlawful use of force, including the alleged extrajudicial killing of activist Shahzeb Habib
3. Restoration of Communications and immediate reinstatement of internet and mobile services across the region
4. The International Community to pressure Pakistan to uphold its international human rights obligations and ensure protection of fundamental freedoms for all people in the territory it administers
The 2026 Regional Elections Context
Holding regional elections on July 27, 2026, while the territory's leading civil movement is outlawed, its leaders jailed, and communications blacked out, would be incompatible with Pakistan's international human rights obligations . The IHRF calls on authorities to facilitate peaceful assemblies ahead of the announced elections .
"Branding a civil society body as 'terrorist' on vague grounds, while simultaneously sealing the region from outside scrutiny, constitutes a disproportionate and unlawful violation of the right to freedom of association" .
