That's the advantage gap. And despite all of it, a builder still put a tower past 200m in Gurugram in under 25 years. M3M came within 70cm.
The constraint is governance. FAR norms, approval timelines, infrastructure investment, and a state government that still treats its single largest revenue-generating city like a planning afterthought. GMDA has the tools to change that 1-tower count within a decade. The question is whether Haryana recognises what it's sitting on before the window narrows.
Maharashtra produces chief ministers who think about the PM's chair. That ambition trickles down. You build world-class cities because you need a governance showcase. You invest in infrastructure because the resume needs to be visible from Delhi. Mumbai benefits from that ambition whether voters intended it or not.
Haryana produces politicians whose ceiling is an MP seat or a state ministry. Nobody in the system is building Gurugram into a national showcase. Nobody is running the Gujarat playbook. Build the infrastructure. Show the results. Use it as a launchpad for national credibility.
China decided Pudong and Shenzhen would be global financial centres. The towers followed within a decade. Maharashtra has always treated Mumbai like a national asset. Haryana treats Gurugram like a revenue line item.
That's why the count reads 87 vs 1. The gap is governance ambition. Until someone in Haryana decides Gurugram is their ticket to national relevance, the skyline stays where it is.
