Development consulting with offices across Asia, Africa and Europe. Since 1998. 1,200+ projects, 120+ countries, 600 million+ lives positively impacted.
India’s growth ambitions can be achieved only with equal representation for women in all sectors of the economy and particularly in the occupations and trades that are oriented for explosive future growth.
Gender mainstreaming in skilling is therefore not just about inclusion, but, in fact an economic imperative and central to building a future ready workforce.

Kerala’s floods are no longer episodic events; they are becoming a near-annual reality, signaling a fundamental shift in the state’s climate risk landscape. A recent assessment by 𝗜𝗣𝗘 𝗚𝗹𝗼𝗯𝗮𝗹 finds that Kerala has moved from experiencing a major flood once every 𝘁𝗵𝗿𝗲𝗲 𝘁𝗼 𝗳𝗶𝘃𝗲 𝘆𝗲𝗮𝗿𝘀 𝗯𝗲𝗳𝗼𝗿𝗲 𝟮𝟬𝟭𝟴 to facing one almost every monsoon season: 𝗮 𝗳𝗶𝘃𝗲-𝗳𝗼𝗹𝗱 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲 𝗶𝗻 𝗳𝗿𝗲𝗾𝘂𝗲𝗻𝗰𝘆 𝘄𝗶𝘁𝗵𝗶𝗻 𝗮 𝗱𝗲𝗰𝗮𝗱𝗲.
In a recent conversation with @shinejac of @bsindia, @Abinash0294 𝗦𝗲𝗰𝘁𝗼𝗿 𝗛𝗲𝗮𝗱 – 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗻𝗴𝗲 & 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆, highlights what this changing risk landscape means for how we plan and govern.
𝗔𝘀 𝗔𝗯𝗶𝗻𝗮𝘀𝗵 𝗽𝘂𝘁𝘀 𝗶𝘁: “𝘒𝘦𝘳𝘢𝘭𝘢 𝘥𝘰𝘦𝘴 𝘯𝘰𝘵 𝘯𝘦𝘦𝘥 𝘮𝘰𝘳𝘦 𝘳𝘦𝘴𝘤𝘶𝘦 𝘣𝘰𝘢𝘵𝘴 𝘢𝘧𝘵𝘦𝘳 𝘵𝘩𝘦 𝘧𝘭𝘰𝘰𝘥 𝘢𝘳𝘳𝘪𝘷𝘦𝘴. 𝘐𝘵 𝘯𝘦𝘦𝘥𝘴 𝘢 𝘴𝘺𝘴𝘵𝘦𝘮 𝘵𝘩𝘢𝘵 𝘢𝘤𝘵𝘪𝘷𝘢𝘵𝘦𝘴 𝘥𝘦𝘱𝘢𝘳𝘵𝘮𝘦𝘯𝘵𝘴 𝘣𝘦𝘧𝘰𝘳𝘦 𝘵𝘩𝘦 𝘳𝘢𝘪𝘯 𝘧𝘢𝘭𝘭𝘴.”
He further added that the 𝟮𝟬𝟮𝟰 𝗪𝗮𝘆𝗮𝗻𝗮𝗱 𝗰𝗮𝘁𝗮𝘀𝘁𝗿𝗼𝗽𝗵𝗲, where 420 lives were lost during rainfall statistically expected only once in 75–200 years, is a stark reminder that what were once considered exceptional events are becoming increasingly consequential. 𝗜𝗣𝗘 𝗚𝗹𝗼𝗯𝗮𝗹’𝘀 𝗮𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀 𝘁𝗵𝗮𝘁, under accelerating monsoon intensification and La Niña conditions, 𝗰𝗼𝗺𝗽𝗼𝘂𝗻𝗱 𝗲𝘃𝗲𝗻𝘁𝘀 𝗰𝗼𝘂𝗹𝗱 𝗼𝗰𝗰𝘂𝗿 𝘁𝘄𝗼 𝘁𝗼 𝘁𝗵𝗿𝗲𝗲 𝘁𝗶𝗺𝗲𝘀 𝗺𝗼𝗿𝗲 𝗳𝗿𝗲𝗾𝘂𝗲𝗻𝘁𝗹𝘆 𝗯𝘆 𝟮𝟬𝟯𝟱. The imperative is therefore to move from reactive 𝗱𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲 𝘁𝗼 𝗮𝗻𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗼𝗿𝘆 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝗿𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀, strengthening risk-informed planning, early warning systems, resilient infrastructure, and institutional preparedness before hazards translate into loss and disruption.
The question is no longer whether Kerala can respond when the next flood arrives. It is whether our systems are prepared 𝗯𝗲𝗳𝗼𝗿𝗲 𝗶𝘁 𝗱𝗼𝗲𝘀.

Water-sharing across Indian states is emerging as a key area of discussion - but beneath the politics of sharing rivers lies a larger challenge: 𝗵𝗼𝘄 𝗱𝗼 𝘄𝗲 𝗺𝗮𝗻𝗮𝗴𝗲 𝘄𝗮𝘁𝗲𝗿 𝗶𝗻 𝗮 𝗰𝗹𝗶𝗺𝗮𝘁𝗲 𝘁𝗵𝗮𝘁 𝗶𝘀 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗶𝗻𝗴𝗹𝘆 𝗱𝗶𝗳𝗳𝗶𝗰𝘂𝗹𝘁 𝘁𝗼 𝗽𝗿𝗲𝗱𝗶𝗰𝘁?
As the Cauvery, Krishna, Mahanadi, and Ravi-Beas disputes return to the spotlight, the lived reality for farmers is becoming harder to ignore. In a recent conversation with @TheHemantRout and @shinejac of @bsindia, @Abinash0294, 𝗚𝗹𝗼𝗯𝗮𝗹 𝗦𝗲𝗰𝘁𝗼𝗿 𝗛𝗲𝗮𝗱- 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗻𝗴𝗲 & 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗶𝗹𝗶𝘁𝘆, draws on evidence from IPE Global’s 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗥𝗶𝘀𝗸 𝗢𝗯𝘀𝗲𝗿𝘃𝗮𝘁𝗼𝗿𝘆, 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗩𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗺𝗮𝗽𝗽𝗶𝗻𝗴 𝗮𝗻𝗱 𝗵𝘆𝗱𝗿𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵 to underline the scale of the challenge. As he puts it, “𝗧𝗵𝗲 𝗳𝗮𝗿𝗺𝗲𝗿 𝗶𝘀 𝘁𝗵𝗲 𝗳𝗶𝗿𝘀𝘁 𝘁𝗼 𝗮𝗯𝘀𝗼𝗿𝗯 𝘁𝗵𝗲 𝘀𝗵𝗼𝗰𝗸, 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗹𝗮𝘀𝘁 𝘁𝗼 𝗿𝗲𝗰𝗲𝗶𝘃𝗲 𝗰𝗼𝗺𝗽𝗲𝗻𝘀𝗮𝘁𝗶𝗼𝗻.” Our analysis shows that 𝗰𝗼𝗺𝗽𝗼𝘂𝗻𝗱 𝗵𝗲𝗮𝘁-𝗱𝗿𝗼𝘂𝗴𝗵𝘁 𝗲𝘃𝗲𝗻𝘁𝘀 𝗵𝗮𝘃𝗲 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲𝗱 𝟭𝟵-𝗳𝗼𝗹𝗱 𝗼𝘃𝗲𝗿 𝘁𝗵𝗲 𝗹𝗮𝘀𝘁 𝗱𝗲𝗰𝗮𝗱𝗲, while El Niño can suppress monsoon rainfall by 𝟭𝟬–𝟮𝟬% across key peninsular and central Indian catchments. In El Niño years, river flows could fall by 𝟮𝟱–𝟰𝟬%, cascading into delayed sowing, groundwater stress, and agricultural losses.
Abinash further underscores that this is where evidence needs to translate into policy. 𝗖𝗹𝗶𝗺𝗮𝘁𝗲-𝗶𝗻𝗳𝗼𝗿𝗺𝗲𝗱 𝘄𝗮𝘁𝗲𝗿 𝗮𝗹𝗹𝗼𝗰𝗮𝘁𝗶𝗼𝗻, 𝗯𝗮𝘀𝗶𝗻-𝗹𝗲𝘃𝗲𝗹 𝗵𝘆𝗱𝗿𝗼𝗹𝗼𝗴𝗶𝗰𝗮𝗹 𝗳𝗼𝗿𝗲𝗰𝗮𝘀𝘁𝗶𝗻𝗴, 𝘀𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗴𝗿𝗼𝘂𝗻𝗱𝘄𝗮𝘁𝗲𝗿 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲, 𝗮𝗻𝗱 𝗺𝗼𝗿𝗲 𝗲𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗶𝗿𝗿𝗶𝗴𝗮𝘁𝗶𝗼𝗻 can help shift India from reactive water management to anticipatory planning.
The question, therefore, is no longer simply who gets how much water. It is whether our water governance systems are equipped for the climate realities that are already reshaping India’s rivers, farms, livelihoods, and economies.

A significant milestone for the Atmanirbhar Panchayat Programme was achieved on 27 July 2026, with the Atmanirbhar Panchayat Guidelines officially launched by the Hon’ble Minister, Minister of State and Secretary, Ministry of Panchayati Raj. The Guidelines provide a structured framework for Gram and Block Panchayats to identify local opportunities, develop revenue-generating projects and strengthen their Own Source Revenue (OSR) for long-term financial sustainability.
As the Technical Agency, the PREC team of IPE Global Limited has contributed to developing the Guidelines and the framework for taking Panchayats from project identification to implementation. This includes OSR enhancement, project development and financial modelling, PPP and DBFOT structuring, transaction advisory, growth centre development, convergence, and access to CSR and institutional financing, enabling Panchayats to transform local resources and opportunities into financially viable and sustainable projects.
The Guidelines will help Panchayats develop bankable projects, strengthen OSR, attract private and institutional investment, and create local economic opportunities. Stronger, self-reliant Panchayats will be a key foundation for Atmanirbhar Panchayat and, ultimately, Viksit Bharat 2047.
