During Iran’s internet shutdowns this year, the internet didn’t disappear equally.
Our ASN-level measurements show major consumer networks collapsing while parts of the state backbone, academic infrastructure, and select cloud provider networks continue to respond near pre-collapse levels.
The result is effectively a two-tier internet:
• Public internet access remains heavily restricted

The IPIDEA residential proxy takedown didn’t remove the problem.
Our research found:
• 92.7% of IPIDEA-affiliated IPs overlapped across providers
• 46% of all residential proxy IPs appear in multiple networks at the same time
• 78% rotate before reputation systems can act
The same IP no longer maps to a single source and that changes how detection needs to work.
