Humans are born with a relatively fixed number of muscle fibers. If protein is restricted during the mid-to-late fetal stages, myogenesis is stunted, and the baby is born with fewer total muscle fibers. After birth, muscles grow by increasing the size of existing fibers (hypertrophy), not by generating new ones (hyperplasia). A child born with a significantly lower baseline of muscle fibers will generally have less overall muscle mass and a lower upper limit for muscular growth throughout their life, regardless of their diet after birth.
In the long run, this leads to lower muscle mass, insulin resistance and metabolic syndrome.
In short, how muscular you will end up is mostly determined while you are in womb. Nothing much you can do about it, sadly
