But that growth came with real fallout: skyrocketing rents and housing pressure in the Cambridge/Kitchener-Waterloo area. The feds even singled out Conestoga when they started cracking down on the international student surge. Meanwhile, Ontario had frozen domestic tuition. 5/

During his final years he super-charged international student enrolment: 13,000 in 2019 → over 38,000 by end of 2023. Conestoga became #1 in Canada for international students. Tuition revenue exploded from $146 million to $682 million. The college posted a $250+ million surplus in 2023-24. 4/

Tibbits was already Ontario’s highest-paid college president — pulling in $636k in 2024 (up 28.6% from the year before). That’s more than the presidents at U of T, Western, or the big Toronto colleges, even though Conestoga is smaller. His pay had jumped 55% between 2022-2024. 3/
