Anything that seems like it falls under another category or is just unintentional.

Kaworu has lived alone under SEELE his entire life, so he's very unaware of how human boundaries work.

I really couldn't care less about how problematic it is, they decided it wasn't going to be in the show so it wasn't.

They just decided against the homosexual themes because they didn't feel like it fit the show. I'm unsure of why you keep calling it corporate.

The scene plays on Kaworu's naivety about human boundaries, which is used a lot more in the manga.

His goal is to hit Terminal Dogma and the only ones that can stop him are Shinji and Rei.
Rei is already aware, so he's just dealing with the last obstacle.

Shinji is brought into the discussion and it's heavily implied that the meetup with Shinji is just a part of seele's plan instead of kaworu having any real interest in him
