It sure does! I tried a lot of things to get consistent low frame rate for animation styles. One or two shots work, randomly, but it’s mostly the smooth typical. I tried this recently,

15-second 16:9 video, 8 fps choppy limited animation style.

8 fps stepped animation. Every pose held for 3 frames. Sharp snaps between poses only. Long static holds, very stuttery and jerky low frame rate. No smooth motion at all.

Negative: smooth motion, fluid animation, high fps, buttery, interpolation, easing

No luck, still at it
