Reasons- mass copying in exams in rural areas, many times the board examiners don't check copy at all , many times the examiners don't have depth of knowledge to properly understand what the student has written if the student has superior knowledge etc

@sundarmail In many boards, marks is a scam itself.
Go to village areas in some states. Many students easily get 85%+ & if you give them a paragraph to read , they cannot tell if the content is related to economics/ politics/ history
At many places, examiners don't check copies at alll
