@F1reCub3s I'm on iOS 10.3.1 and it works. Just take a screenshot of your installed tweaks on Cydia with the activator action.

When Cydia gets re-installed it loses it's "connection" to the location of the folder previously used for stashing dynamic libraries.

That is why your old tweaks are gone, but not Preferences.
