If Peter thought faith meant water was useless, he wouldn't have strictly ordered them to be baptized in water in Acts 10:48 right after seeing their faith. They go together.

In Acts 8:36, the eunuch asks, "Here is water; what doth hinder me to be baptized?" If baptism into Jesus was purely a dry, mental event, they wouldn't have stopped the chariot for water.
