@benheck My argument is that percentage of new positives per tested metric is a bit more difficult to manipulate than other metrics and gives us a more reliable picture of what the totals are. My reasoning is to limit the spin factor. It can never be eliminated but should be limited.....

@benheck Excellent description of the issue. The criteria they were told to use doesn't mean anything and is easily manipulated. Drumpster said it himself. Less testing, less cases. Not sure where this is all going but it's not looking great.
