IRCC has published the detailed 2026-2028 Immigration Levels Plan.

In 2026, the Provincial Nominee Program target will rise sharply to 91,500, up from 55,000 in the previous plan. To make room for this increase, almost every other category is being reduced, though two “one-time initiatives” that are not officially part of the plan could alter the actual numbers (explained below).

The Humanitarian and Compassionate category will drop to just 1,100 admissions in 2026.

Express Entry is also being reduced, from a previously planned 122,830 to 109,000, and IRCC in its plan is no longer distinguishing between CEC and category-based draws.

Admissions in the Federal Business programs are being reduced by 50% to 500.

The Federal Business Programs will be cut by 50%, down to 500 admissions, while the Parents and Grandparents Program will fall from 21,500 to 15,000.

Similarly, Refugees and Protected Persons admissions will decrease from 55,300 to 49,300, although not really, as described in more detail below.

Overall, apart from the provincial nominee stream, 2026 is shaping up to be as challenging as 2025 for most applicants, if not slightly worse

However, there is an important and somewhat confusing caveat. IRCC’s website and Budget 2025 mentions a two-year “one-time initiative” to grant permanent residence to 115,000 asylum claimants and 33,000 temporary residents. Since the 2026–2028 Plan only accounts for 40,000 asylum claimants obtaining permanent residence in 2026 and 2027, these additional "one-time initiative" numbers appear to be outside the official plan.

If this is correct, then the actual number of permanent resident admissions in 2026 and 2027 could be about 148,000 higher than what the 2026-2028 Immigration Levels Plan indicates.
