The deinstitutionalization movement began in the 1950s with the discovery of Thorazine and Stelazine. Deinstitutionalization became federal policy under President John F. Kennedy's Community Mental Health Act in 1963. This is an important fact to know. Policymakers and many others believed that drug therapy and community-based mental care would replace large mental health institutions. This was happening across the country long before Reagan became President. It's fair to say that Regan may have thought the same thing as Kennedy when he was Governor of Ca, as did other policymakers across the country.
