We ended up resolving this. All it took was months more of phone calls to get the one support person who actually knew what we needed, which was what we requested all along: domain verification.

Unsurprisingly, @MicrosoftHelps was not able to aid us in resolving this issue for our customer. Looks like we'll have to continue to document this on here while we continue to try and find someone at Microsoft that is able and willing to help us achieve an actual solution.
@MicrosoftHelps After multiple agents, we found one that was able to give us correct and helpful information. We hope Microsoft improves their support teams' knowledge to better serve customers like us in the future. This was an extremely disappointing experience with an industry leader.

@MicrosoftHelps The community already provided the information I expected they would simply by searching the forums there. It all points back to calling. I actually just attempted the two numbers provided to me by one of the Microsoft employees I spoke to about this and both numbers fail to ring
@MicrosoftHelps This is what we were offered after we already stated we needed access as the new admin, not that we were already the admin. I can't give it a try because I don't have the login credentials which means I am stuck using your phone system in the hopes that it works this time.
@MicrosoftHelps If you're able to help with admin access issues with a 365 account, then we will send a DM as soon as this is confirmed. We have already sent a DM to @Microsoft365 and were told they did not have the ability to help us, since this is an admin-level issue.

Your support for my customer is sub-par at best, and we expect more of a multi-national, multi-billion dollar company such as Microsoft.
My customer needs help, and until your phones work or you allow us to contact you via email or chat, you are denying them that support.
And to clarify, this is after using the main support numbers offered to me by your site and various techs who answered my calls. All pointed me to other departments, and all calls took a minimum of 45 minutes. All calls lasting 3 hours or more (which I had many of) get dropped.
The numbers we were given are 425-897-3335 and 425-602-2710. These numbers don't work and always play an automated message stating that you're currently experiencing phone issues and to call back later.
It's been weeks of this. When can I finally get some support for my customer?
@microsoft365 I'm trying to help a customer gain access to a 365 account that was created and abandoned by a global admin who left the company without sharing access to anyone else. I was instructed to contact your support team via phone to get help in verifying ownership.
