Ministry of Power, Government of India has notified the new Corporate Average Fuel Economy (CAFE) Norms for passenger vehicles, which will come into effect from 1 April 2027 and remain applicable up to 31 March 2032. The new norms will apply to new passenger vehicles manufactured or imported for sale in India

The new norms provide flexibility to manufacturers to adopt cleaner technologies, alternative fuels and other innovative solutions. The new CAFE framework promotes technological innovation in new technologies such as Solar reflective paints, advanced glazing, high efficiency air-conditioning for improved fuel efficiency and India’s energy security and sustainability objectives.

🔰 UPI Remains Free for Consumers

UPI continues to be free for customers. Sending money to friends, paying at shops, or scanning a QR code — all remain without charges.

Key Facts:
✅ No charges on P2P: Person-to-Person transfers are always free, regardless of amount.
✅ Small merchants protected: Vendors earning up to ₹1 lakh per month via UPI QR codes continue to enjoy zero charges.
✅ Everyday payments safe: Over 95% of merchant payments are below ₹2,000 — these remain free.
✅ Nominal MDR above ₹2,000: Only larger merchant transactions above ₹2,000 attract a small fee (0.4%) to be borne by merchants, far lower than credit card charges or other network charges.
✅ Essential services capped: Railways, fuel, telecom, bill payments, insurance, etc have a flat fee of ₹5 per transaction above ₹2,000.
✅ Special low rates: Mutual fund and securities payments attract just 0.02%, capped at ₹300.

Safeguards for Consumers
✅Banks instructed: Merchants cannot pass MDR costs to customers.
✅No hidden fees: UPI apps cannot levy platform charges.

Debunking the “External Pressure” Myth:

✅ Some claims suggest the change is due to foreign influence. This is false. India’s UPI policy decisions are made independently, with the clear goal of building a self-sustaining, inclusive, and affordable digital payments ecosystem.

Why This Matters:
Since its launch in 2016, UPI has grown into the world’s largest real-time interoperable payment system — entirely on India’s own terms. UPI processed 24.5 billion transactions in August 2026 alone. To keep this system self-sustainable, secure and innovative, a small fee on high-value merchant transactions helps fund:

☑️Better infrastructure and cybersecurity
☑️Support for small merchants in Tier III–VI towns and rural areas
☑️Awareness and incentives to expand UPI adoption

The new framework ensures resources from higher-value merchant transactions are reinvested to support small businesses and strengthen digital payments across the country.

The introduction of MDR on large-value UPI transactions (i.e., above ₹2,000) is an important step towards strengthening the long-term sustainability of India’s digital payments ecosystem. It will help UPI in continuing to scale, innovate and serve consumers and businesses across the country.

A fair and appropriate distribution of MDR across ecosystem participants will support continued investment in technology, infrastructure and acceptance networks. This, in turn, can enable wider UPI acceptance, deepen the customer base and support sustained growth in transaction volumes.

Importantly, all UPI transactions - P2P and P2M - shall remain free for users. P2M UPI transactions below ₹2,000 will continue to remain free for merchants, while MDR may be levied on merchants for P2M .

RBI remains committed to ensuring that UPI continues to be safe, seamless, affordable, and accessible, while supporting the long-term sustainability and growth of India’s world-class digital payments ecosystem.

राज्य सरकार ने मकान मालिक और किरायेदारों को बड़ी राहत देते हुए किराया अनुबंध (रेंट एग्रीमेंट) की पक्की लिखी-पढ़ी (रजिस्टर्ड एग्रीमेंट) का खर्चा घटा दिया है। अब एक वर्ष के रेंट एग्रीमेंट को पंजीकृत कराने पर सिर्फ दो हजार रुपये ही खर्च होंगे।

मुख्यमंत्री योगी आ��ित्यनाथ की अध्यक्षता में मंगलवार को हुई कैबिनेट की बैठक में 10 लाख रुपये तक के औसत वार्षिक किराये के 10 वर्ष के लिए अनुबंध पर 90 प्रतिशत तक की छूट देने का निर्णय किया गया।

स्टांप एवं पंजीयन राज्यमंत्री (स्वतंत्र प्रभार) रवीन्द्र जायसवाल ने बताया कि सरकार ने किराएदारी से जुड़े नियमों (उप्र नगरीय परिसर किरायेदारी विनियमन अधिनियम, 2021) को पूरी तरह से लागू करने के सा थ ही मकान मालिक और किरायेदार को ���ाहत देने के लिए अहम निर्णय किया है।

उऩ्होंने बताया कि एक वर्ष से ज़्यादा अवधि की किरायेदारी के कागजात का रजिस्ट्रेशन कराना कानूनी रूप से अनिवार्य है। इसके लिए उचित स्टांप शुल्क व रजिस्ट्रेशन फीस देना ज़रूरी है। ऐसा न करने पर स्टांप वाद दायर होने के साथ ही बकाया स्टांप शुल्क आदि चुकाना पड़ सकता है।

जायसवाल ने बताया कि अब तक एक वर्ष के लिए दो लाख रुपये तक के वार्षिक किराये के किराया अनुबंध को पंजीकृत कराने का खर्चा 10 हजार रुपये लगता था, लेकिन अब सिर्फ दो हजार रुपये ही लगेंगे।

इसमें एक हजार रुपये स्टांप शुल्क और एक हजार रुपये रजिस्ट्रेशन फीस के होंगे। इसी तरह 10 वर्ष के लिए 10 लाख रुपये तक के औसत वार्षिक किराये के मामले में अभी दो लाख रुपये खर्च होते हैं लेकिन अब 26 हजार रुपये ही लगें���े।

मंत्री ने स्पष्ट किया कि 10 लाख रुपये से ज्यादा वार्षिक किराये के मामले में किसी तरह की छूट नहीं होगी लेकिन अब 10 लाख रुपये तक के किराये पर छूट के बाद शेष किराया राशि पर ही मौजूदा व्यवस्था के तहत स्टांप शुल्क व रजिस्ट्रेशन फीस लगेगी। टोल टैक्स या खनन (माइनिंग) से जुड़े पट्टों (लीज़) के मामले में छूट नहीं होगी।

जायसवाल ने बताया कि पिछले वर्ष 19 नवंबर से छह माह की अवधि के लिए छूट की व्यवस्था लाग�� की गई थी। इसके सकारात्मक परिणाम आने पर अब स्थायी तौर पर छूट देने का निर्णय किया गया है।

हालांकि, गौर करने की बात यह है कि पूर्व में छह माह के लिए दी गई छूट से लगभग 8.31 करोड़ रुपये की राजस्व हानि को देखते हुए अब स्थायी तौर पर लागू की गई व्यवस्था में छूट की सीमा कुछ ��म कर दी गई है। पहले जहां किराये अनुबंध का खर्चा एक हजार से 20 हजार रुपये तक तय था वहीं अब दो हजार से 26 हजार तक तय किया गया है।

उल्लेखनीय है कि रेंट एग्रीमेंट, रजिस्टर्ड कराने पर अभी औसत वार्षिक किराये का चार प्रतिशत से भी ज्यादा का खर्चा आता है। यही कारण है कि फ्लैट-मकान मालिक और किरायेदार ज्यादातर रेंट एग्रीमेंट को रजिस्टर्ड नहीं कराते हैं।

चूंकि कानूनन एक वर्ष से कम अवधि के रेंट एग्रीमेंट को रजिस्टर्ड कराने की अनिवार्यता नहीं है इसलिए ज्यादातर मामले में 100 रुपये के स्टांप पेपर पर रेंट एग्रीमेंट से ही काम चलाया जाता है। ऐसे में किरायेदार को लेकर विवाद पर मकान मालिक को थाने से कोर्ट तक चक्कर लगाने पड़ते हैं।

#WATCH | Delhi | Union Minister Ashwini Vaishnaw says, "A major decision has been taken for employees working in industries across the country. Regarding the Provident Fund (PF) rules, there was previously a wage ceiling of Rs 15,000. This ceiling has now been raised to a monthly salary of Rs 25,000. Accordingly, Rs 25,000 per month will be the new ceiling for PF deductions. Approximately 51 lakh employees, specifically those falling within the Rs 15,000 to Rs 25,000 salary bracket, will benefit from this change and will now be covered under the revised PF regulations. The estimated annual expenditure for the Government of India on this measure will be Rs 11,339 crore...This has been a long-standing demand, and the Prime Minister approved it in today's Cabinet meeting..."
