They make sure they cite clearly that the celebrations are for
1. Removal of Bashhaar
2. Freeing of Prisoners
And not because of Tamkin to the Muslims, because they don't consider them to be Muslims to begin with

@HeirsStrangers While you are trying to show as if everyone of these scholars holds the same opinion as you and Nasir Al Fahd regarding judging in an instance by a law other than Allah's.
@HeirsStrangers The view of Ibn Baz, Muhammad b. ibraaheem is the same regarding judging in an instance where a judge rules by a law other than Allah while believing it to be a sin, however Nasir Al Fahd's stand on this is different as seen in the posted fatwa.
