Last night, Kyiv came under a massive Russian attack. Russia launched 68 missiles and 351 attack drones. Response efforts are still underway. Damage has been recorded at more than 10 locations across the city, including residential buildings. All necessary services are on the ground, doing everything possible to rescue people and provide assistance to everyone who needs it. So far, 64 people have been rescued, including two children. As of now, it has been confirmed that, tragically, eleven people were killed in this attack. My condolences to their families and loved ones. Around 60 more people were injured.
In the Kyiv region, sixteen people were injured and three people were killed. My condolences to their families and loved ones. A fire is still burning at the site of the missile strike in Vyshneve. People are being evacuated from a residential area. More than 400 first responders and police officers have been deployed to deal with the aftermath of the attack.
Our warriors performed well today in intercepting drones and cruise missiles, but unfortunately not Russian ballistic missiles. And the reason lies in the insufficient supply of interceptor missiles. It is critically important that the world – first and foremost the United States and our European partners – come out of the NATO Summit in Ankara with strong decisions in support of our air defense, and thus the protection of ordinary people’s lives. As long as Patriot missiles remain in our allies' stockpiles, Russia is only encouraged to keep “vanquishing” residential buildings. The United States and Europe have enough strength to stop this terror.
I began my working trip to the Odesa region by holding a coordination meeting with the Command of the Naval Forces of the Armed Forces of Ukraine, focused on security issues in the southern region.
Primary attention was given to countering constant Russian air attacks with “shaheds” and missiles, as well as readiness to respond to threats at sea. We also addressed our deep-strike operations, strengthening communication systems, mine countermeasure capabilities, and training and equipping naval infantry.
We discussed increasing the number of helicopters to enhance air defense in the region and counter drone threats.
The military officials presented the technical strike capabilities of the Naval Forces: Neptune and Harpoon missile systems, new-generation unmanned systems and torpedoes. During the meeting, we identified what is still needed to further strengthen the combat capabilities of the Navy.

One of the sites of the Russian strike in Kyiv is an ordinary nine-story residential building. One Russian missile destroyed 64 apartments. The rubble is still being cleared at the site. All relevant agencies are working. Unfortunately, there are casualties. As of now, three people have been reported killed. My condolences to their families and loved ones. Seventeen people have been rescued. Russia has once again deliberately attacked ordinary civilians and residential buildings. In Kyiv, more than 130 such buildings have been damaged in total.
It is important that our partners not simply stand by and watch as human lives are being destroyed. Pressure must be put on Russia, and it must be forced to end this aggression. It is very important to continue supporting our air defense. New contributions to the PURL program, active cooperation to build up our anti-ballistic defense – all of this is necessary to protect our people. Russia must be left with no opportunity to continue this terror. I thank all partners who stand with our people and are ready to help.
Today is a day of warriors who carry out extremely difficult and dangerous work every day. They support our units on the frontline, evacuate the wounded, and strike the enemy.
Today, army aviation is also carrying out another mission of extraordinary importance. Modernized Ukrainian helicopters have become an effective part of protecting our skies from Russian drones. Army aviation warriors have now shot down thousands of enemy targets. And this is Ukraine’s unique experience.
I thank every army aviation warrior for their service, for every sortie and every mission accomplished, for protecting our people.
We will always remember and be grateful to all army aviation warriors who defended Ukraine and gave the most precious thing in this struggle: their lives. Eternal honor to the heroes.

Russia targeted residential buildings and civilian infrastructure. War criminal Putin can only wage a vile and terroristic war against civilians, women and children. Because in his war against Ukraine’s Defense Forces he cannot achieve a single result.
Such strikes are grave war crimes and we are informing all partners and international organisations about them, calling for accountability and strong responses.
On the second day of my working trip to Japan, I will be informing all of my interlocutors about this strike and the need to increase pressure on the aggressor and support for the Ukrainian people.
We demand strong international responses. Not only words of condemnation but concrete action to stop Russian terror.

I also want to particularly emphasise that it is immoral to justify Russian atrocities against Ukrainians by saying that Moscow acts in response to Ukraine’s long-range strikes against Russia.
In this war, there is an aggressor and a country defending itself under Article 51 of the UN Charter. Russia has no right to make any strikes against Ukraine, while Ukraine has every right to respond, defend from aggressor, and strike any legitimate military targets in Russia.
Do not equate an aggressor and a country defending from aggression. Do not justify atrocities that cannot be justified.
This war is not only about Ukraine, it is about principles. And we need everyone in the world to be principled at this challenging time.
The response to the aftermath of Russia’s attack is still ongoing in Kyiv: first responders are clearing the rubble, searching for people, and providing assistance. Damage has been reported at more than 20 sites across the city, most of them ordinary residential buildings. There was also damage to an ambulance station, a research institute, a hotel, and businesses.
As of now, we know that, tragically, 13 people were killed in this Russian strike. My condolences to their families and loved ones. More than 90 others were injured. Everyone who needs help is receiving all necessary assistance. Five people were wounded in the Kharkiv region, including a child, and two more in the Kyiv region, where civilian infrastructure was also targeted. Overnight, Russia also struck the Sumy, Dnipro, Zaporizhzhia, and Cherkasy regions.
In total, Russia launched more than 70 missiles of various types against Ukraine overnight, nearly half of them ballistic missiles, along with almost 500 attack drones, including jet-powered “shaheds.” The main strike was directed at Kyiv. Our air defenders managed to shoot down a significant number of the incoming targets, but not all of them.
Air defense supplies for Ukraine are an absolute and critical priority. Contributions to the PURL program remain essential – they directly help save lives. Every bilateral agreement we reach with our partners on air defense truly makes a difference. I am grateful to every leader who is helping.
It is especially important that we move forward with implementing our agreements on the production of anti-ballistic capabilities. We also very much count on a decision by the United States regarding licenses for Patriots and other forms of cooperation. These are the kinds of steps that can stop this war and prevent attacks like this. I thank everyone who stands with Ukraine, with our people, and with our efforts to protect life.

Український національний пантеон засвідчує нашу історичну тяглість і розуміння того, що сучасна українська держава не постала на порожньому місці, а стала результатом боротьби, праці, жертовності й служіння багатьох поколінь.
Це також важлива демонстрація єдності та відповідальності. Єдності – бо спільна пам’ять об’єднує суспільство. Відповідальності – бо ми зобов’язані берегти цю пам’ять і передати її наступним поколінням.
Дякую Президенту України за цю ініціативу. Дякую всім, хто долучився до розробки, підтримки й ухвалення цього рішення.
Це важливий крок для зміцнення української державності.

I thank all European leaders for opening the first negotiation cluster in Ukraine’s EU accession talks. And it was an important decision during the Cyprus Presidency. Now we must keep moving forward without losing time. We can open 5 more clusters very soon and continue the negotiations in a practical way.
Of course, the biggest political decisions are still ahead, but steps like opening new clusters strengthen the motivation of our people, lift the spirit of Ukrainians, and show that the EU keeps its promises.

No one will ever again dictate to Ukrainians which heroes to honor, which holidays to celebrate, or which history to study. Our ancestors fought for centuries for this right to freedom of choice and national independence, and it is for this very right that our warriors are shedding their blood today. Their memory must live on forever.
We, our children, and all future generations must clearly know and honor those who dedicated their lives to the struggle for Ukraine. This is especially important today, as we are fighting a war for Ukraine’s freedom.
President Volodymyr Zelenskyy has submitted to the Verkhovna Rada the draft law “On the Ukrainian National Pantheon.” This is a decisive and much-needed step toward restoring historical justice, consolidating our society, and laying the foundation of memory for future generations. This document is a testament to our maturity as a state.
I am convinced that the Ukrainian Parliament understands the importance of this initiative and will consider and adopt this draft law as soon as possible.
