There are two kinds of air forces in the world.
1. The “rich” ones :Saudi Arabia, Qatar, UAE, India.
Their job is to fight wars, not build weapons. They expect mature, proven systems to arrive ready for service because their focus is operations, not product development.
2. The “poor” ones : United States, China, Russia, France, Israel.
These countries build weapons, test them, discover flaws, fix them, and iterate repeatedly. Sometimes things fail, and they learn from those failures.
You cannot blame IAF.
>IAF is against Theatre Commands.
>Why? Because it doesn't have enough aircraft.
>Why? Expensive imports can't make up required numbers.
>Solution? Indigenous manufacturing.
>That requires vision, time and massive investment in local R&D and manufacturing.
>That doesn't happen because of corruption, incompetence and red-tape right from top till bottom in all sectors.
>Are they taking any steps to remedy it?
>If endless talks, conferences and podcasts are any indication, perhaps.
>Is there any result visible on ground. Absolutely not.
>Does anyone care? As long as their promotions, elections, awards and other perks are intact, huge majority doesn't.
Deploying just two out of five Theatre Commands of Chinese PLA Air Force gives them near parity and superiority wrt IAF in most sectors. Not even talking about PLA Rocket Force, Cyberspace Force and Aerospace Force yet. India doesn't have anything like that. Add Pakis forces and it is a complete clusterfuck.

No country has attained great-power status while remaining dependent on foreign suppliers for its core defense needs. Yet according to the latest SIPRI Yearbook, India accounted for 8.2% of global arms imports last year, retaining its position as the world's second-largest arms importer after war-torn Ukraine.
At first glance, this seems difficult to reconcile with 12 years of Modi's Make in India and Atmanirbhar Bharat (self-reliance) campaigns. One major reason is chronic underinvestment in military innovation: India devotes just 3.7% to 5% of defense spending to R&D, while China routinely allocates up to 15% of its defense budget to that purpose.
The result is a vicious cycle: inadequate investment in indigenous innovation drives reliance on imports, while massive import bills divert resources that could strengthen India's own defense-industrial base. New Delhi's newly issued Letter of Request (LoR) to France for 114 Rafale fighter jets alone is valued at almost $40 billion — more than eleven times India's annual defense R&D spending.
