1) Shipping distance is not the most important variable in the end.
2) The facility built has to last 30 to 35 years in order to pay itself back
3) You don't just ship to a place because it's easier to get to. You've got to have somewhere to sell it, and you've got to have somewhere to process it once it gets there.
(California is currently in the business of shutting down a lot of our existing refineries)

Kent Fellows, an energy economist and associate professor at the University of Calgary says:
1) Tankers can ship anywhere
2)Tanker costs are low compared to pipeline or rail costs.
