The outcome certainly goes against the spirit of socialism, true
But the interventionist method of using price ceilings is absolutely more socialist
It sure as hell isn’t a pure free market of labor/wages

Capitalism’s most defining trait is “free market”
A salary cap is intervention from the governing entity… ostensibly for more financial equality
Like it or not, that’s much more of a socialist approach
