EU investment court idea seems to be evolving. @colinbrownm at pre-UNCITRAL saying it would be flexible opt-in allowing also for states (civil society?) to file cases against investors if there is consent to do this. States may opt-in but would investors? ⁦@InvestmentCourt⁩
