H.E. Mr. Kassym-Jomart Tokayev, President of the Republic of Kazakhstan, chaired the 38th Plenary Session of the Foreign Investors’ Council in #Astana, with the participation of H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group.
During the session, President Tokayev announced the admission of the IsDB Group as an Observer to the Council and highlighted the role of Islamic finance in supporting sustainable economic growth.
The announcement reflects the growing strategic partnership between Kazakhstan and the IsDB Group and reinforces cooperation in digital transformation, Islamic finance, private sector development, and long-term economic diversification.

In #Astana, H.E. Mr. Serik Zhumangarin, Deputy Prime Minister, Minister of National Economy, and IsDB Governor for the Republic of Kazakhstan, met with H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group.
The meeting reviewed the expanding partnership between Kazakhstan and the IsDB Group, with cumulative approvals exceeding US$4.24 billion, including US$2.5 billion approved since 2024.
Both sides explored opportunities to deepen cooperation across priority sectors, with a shared focus on high-quality implementation, stronger alignment with national plans and systems, and delivering lasting development impact.
Today in Astana, in the presence of H.E. Mr. Serik Zhumangarin, Deputy Prime Minister, Minister of National Economy of Kazakhstan and IsDB Governor, and H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, the Lease Financing Agreement for the first tranche of the flagship IsDB financed project on Development of Economic and Industrial Zones Project was exchanged by Mr. Anasse Aissami, Director General, Country Programs, IsDB, and Mr. Rinat Gapparov, Chairman of the Board of the Industrial Development Fund.
This marks the implementation of this critical project which aims to support Kazakhstan’s efforts to develop economic and industrial zones, attract investment, expand private sector opportunities, and advance economic diversification.
H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, was received by H.E. Mr. Nurlan Sauranbayev, Minister of Transport of the Republic of Kazakhstan, at the Ministry of Transport in #Astana.
Discussions focused on Kazakhstan’s transport modernization agenda, including multimodal connectivity, logistics, regional trade corridors, and climate-resilient infrastructure.
Dr. Al Jasser commended Kazakhstan’s vision to strengthen transport connectivity as a catalyst for economic growth, regional integration, and deeper cooperation across Asia and Europe.
The meeting also reviewed the strategic Kyzylorda–Saksaulsk Road Corridor, a key project that will enhance regional connectivity and reinforce Kazakhstan’s position as a leading transit and logistics hub.
#Astana: An MoU was signed to support the preparation of the Kyzylorda–Saksaulsk Republican Road Corridor Project, paving the way for potential IsDB financing of up to US$1.4 billion.
The signing took place in the presence of H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, and H.E. Mr. Nurlan Sauranbayev, Minister of Transport of the Republic of Kazakhstan.
The MoU was signed by Mr. Anasse Aissami, Director General, Country Programs, IsDB, and Mr. Darkhan Imanashev, Chairman of QazAvtoJol.
The agreement establishes a framework for joint project preparation, supporting the development of safer, more resilient, and better-connected transport infrastructure that will strengthen regional connectivity and sustainable economic growth.
H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, was received by H.E. Mr. Nurzhan Nurzhigitov, Minister of Water Resources and Irrigation of the Republic of Kazakhstan, at the Ministry of Water Resources and Irrigation in #Astana.
The meeting focused on advancing cooperation in water security, irrigation modernization, climate resilience, and sustainable water resource management.
Discussions reviewed progress on the US$1.15 billion IsDB-financed Climate Resilient Water Resources Development Project, a landmark initiative to strengthen water systems, enhance climate resilience, and support communities, agriculture, and economic growth across Kazakhstan.
Dr. Al Jasser emphasized that resilient water infrastructure is fundamental to long-term development, strengthening food security, climate adaptation, rural livelihoods, and sustainable economic growth.

Discussions focused on advancing cooperation in industrial development, economic zones, infrastructure, and private sector growth, including expediting implementation of the US$1.3 billion Development of Economic and Industrial Zones Project, one of the IsDB’s landmark financing operations in Kazakhstan. Both sides also deliberated on expediting implementation and maximizing on-the-ground impact.
The meeting reaffirmed a shared commitment to accelerating industrial transformation, attracting investment, creating quality jobs, and supporting Kazakhstan’s long-term economic diversification.

H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, will visit Astana from 30 June to 2 July 2026 to participate in the 38th Plenary Session of the Foreign Investors’ Council and hold high-level meetings with senior officials of the Government of Kazakhstan.
The visit will advance cooperation on shared priorities, including sustainable infrastructure, transport connectivity, water security, digital transformation, private sector development, and human capital.

H.E Mr. Ruslan Suinaliev, Minister of Finance & IsDB Alt. Governor for the Kyrgyz Republic met with H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, in Baku during #2026IsDBGroupAMs.
The discussion reviewed the IsDB Group partnership with the Kyrgyz Republic with cumulative IsDB Group financing approvals reaching US$663.1 million. Held on the sidelines of #2026IsDBGroupAMs, the meeting explored opportunities to deepen cooperation in areas of shared interest, including transport connectivity, trade finance and support for Turkmenistan’s long-term development priorities. The discussion also highlighted the impactful partnership between the IsDB Group and Turkmenistan, with cumulative approvals totaling US$1.38 billion across 30 operations.
During the 2026 @isdb_group Annual Meetings in Baku, our CEO Eng. Adeeb Yousuf Al Aama met with H.E. Mr Hokim Holiqzoda, the First Deputy Prime Minister of the Republic of Tajikistan, to discuss the next stage of the partnership between ITFC and Tajikistan.
The discussions focused on Tajikistan’s food and energy security needs, support for the cotton sector and partnership opportunities with local banks to support SMEs and the private sector.
During the meeting, ITFC also signed a US$10 million Murabaha Financing Facility with the Republic of Tajikistan to support the purchase and trade of cotton and cotton-related products.
The pilot facility will provide working capital to cotton sector stakeholders, enabling processing companies to procure cotton from farmers for export, while supporting agricultural value chains and rural livelihoods.

Abdurahmon Abdurahmonzoda, Minister of Economic Development and Trade of the Republic of Tajikistan and IsDB Governor, met with H.E. Dr. Muhammad Al Jasser, Chairman of the IsDB Group, during the #2026IsDBGroupAMs in Baku, Azerbaijan.
The exchange reviewed the IsDB Group’s partnership with the Republic of Tajikistan, with a focus on the 2023–2026 Country Engagement Framework, priority infrastructure and regional connectivity projects, and ongoing support for the strategic Rogun Hydropower Project, for which IsDB signed financing agreements totaling US$150 million in 2024.
