As far as Zech 14 being fulfilled...
Yes, Jesus already reigns as king, but he also hasn't put all of his enemies under his feet yet.

We don't see him ruling and reigning the way that's promised to take place. The enemy is still wandering around like a lion seeking whom he may devour.

If this is the sum total of his rulership and everything that's been promised in the New Covenant, then things have been way overpromised & underdelivered...

I don't disagree that the ceremonial parts of the law are "growing old and ready to vanish"

I do disagree with the timing.

Christ told us when they would vanish - Matt 5:18

Remember when the author of Hebrews was writing, he, like the Apostles, including Paul, all assumed Christ would return in their lifetimes or shortly after. Cf. 1 Pet 4:7

When Christ returns, heaven & earth will both be cleansed with fire & we will receive a new heaven & new earth not stained with sin.

At that point we will no longer need the ceremonial parts of the law, which cleanses our defiled flesh because this stain of sin will have been removed:
Heb 9:13.

Hebrews is jumping back and forth between the earthly sanctuary, which requires the washings, etc., & the heavenly that Christ entered. Heb 9:11

Even the author of Hebrews said that at that time Christ would not qualify to be an earthly priest (Heb 8:4).

Saying those laws no longer apply also means the apostles didn't get the message even by the end of Acts (Act 21; 22:12, 17; 23:5).

When do you think those laws stopped applying?
