Rwanda Biomedical Centre, in partnership with @AfricaCDC , convened multisectoral stakeholders for the second session dedicated to developing #Rwanda’s National Action Plan for Health Security (NAPHS).
Speaking during the session, which focused on costing priority activities outlined in the #NAPHS framework, DG @CMuvunyi reaffirmed the importance of a multisectoral and One Health approach.
He also emphasized the need to integrate emerging technologies such as AI, strategically prioritize interventions amid constrained resources, and sustain preparedness to ensure timely and coordinated responses to public health emergencies.
The session outcomes will inform strategic investments and strengthen coordinated efforts to advance Rwanda’s health security in the years ahead.

“Whether here in the country, or outside, especially outside, there are those who have often distorted this history of ours for different reasons. They have a real challenge on their hands if they expect people to change history and tell it differently.
What I would say, as Theoneste said, is that times do change, and times have changed. No one will ever die again the way Theoneste was describing it, the way those who died perished, or even the way he himself died, because it was a form of death. The fact that he is here is a form of resurrection. No one will ever die again in this way.
You cannot kill a person twice. If you try, the person will kill you before you kill them. As we stand here before you, some people outside mock us and speak about us with contempt, but this whole country, this Rwanda you see before you, cannot die twice. Before you kill Rwanda, Rwanda will strike first. The way you see us here, we cannot die twice.
Whether it is us adults, or our younger generation, no one will kill them twice. It is impossible. It will not happen. We will live the way people are supposed to live, the way everyone else lives. And inevitably, we will not ask anyone for permission to live.” President Kagame | #Kwibuka32
Day 3 of #VaccineSymposium2025 took us to Zipline Muhanga for an electrifying deep dive into Rwanda’s drone-powered vaccine distribution system.
Delegates traced the journey that began in 2016, stepping into the control room where every flight is monitored in real-time, observing how weather and routes are assessed, visiting the cold chain room where vaccines and blood are prepared, and witnessing a live drone launch right before our eyes.
Each moment showcased the precision, coordination, and innovation that keep lifesaving supplies moving across the country, a powerful reminder of how technology is reshaping public health in Rwanda.
To strengthen disease prevention at the community level, Jhpiego with @RBCRwanda, trained community health workers from 11 districts on Community Event-Based Surveillance to enhance their capacity to detect, report &respond to public health events in a timely& effective manner.
RBC in collaboration with @AfricaCDC conducted a capacity-building training for emergency hotline operators to enhance their knowledge on Event-Based Surveillance (#EBS ) - a key tool for quick detection, alert and timely response to public health threats.
EBS is a critical component of the Integrated Disease Surveillance and Response (IDSR) system. It enables the early detection and reporting of signals that may indicate public health threats, complementing indicator-based surveillance systems.

"There is a force that always has been attempting to turn victims into perpetrators. The cynicism I was talking about of what happens in this world, is that the very people who barely survived and who lost everything and their families, are now the perpetrators, no longer victims. That's what the world wants to create about us." President Kagame | #Kwibuka31
Well at this point, we as the Rwandan youth have to stand up for our country and for our president. Thank you @PaulKagame for keeping us safe 🇷🇼 we stand as one nation with our president and we are ready for anything.
