À dix minutes de la place d'Italie et de ses tours de trente étages, il existe un village de maisons basses où l'on marche sur des pavés. La raison de sa survie est sous vos pieds.

La Butte-aux-Cailles, dans le 13e arrondissement de Paris. Une colline de soixante-deux mètres, rattachée à la capitale en 1860, restée à l'écart des grands travaux d'Haussmann.

Le sol y est creusé d'anciennes carrières de calcaire. Trop instable pour supporter des immeubles lourds. Les promoteurs ont renoncé, et la butte a gardé ses ateliers, ses pavillons d'ouvriers, ses ruelles.

En 1863, on décide d'y forer un puits pour alimenter le quartier. Le chantier s'arrête en 1872, à cinq cent trente-deux mètres, sans avoir rien trouvé. La tour de bois reste abandonnée vingt ans.

Le forage reprend en 1893. En 1904, l'eau jaillit enfin, de cinq cent quatre-vingt-deux mètres de profondeur. Elle est tiède, autour de vingt-huit degrés, et elle sort seule, sous la pression de la nappe.

Personne n'en a plus besoin : la ville a l'eau courante.

Il faudra attendre 1924 pour qu'on trouve quoi en faire. On construit une piscine juste à côté.

Elle est toujours là, sous sa voûte de béton, remplie d'une eau qui a vu passer vingt-cinq mille ans.

• What PM/HM say ≠ what’s actually written in the Bill
• If you keep talking about 50%, why isn’t it in the law? Words mean nothing without backing
• Govt now gets to pick & choose the census, on what basis?
• The 2001 constitutional freeze is removed and replaced with nothing
• Who controls the Delimitation Commission? Who appoints them? Why is it beyond judicial review?
• Is this effectively punishing Southern states for controlling population?
• And what’s the point of debate after the Bill is already notified?
