Putin won't start a nuclear war. That is THE existential threat to Russia he fears and most wants to avoid. It would deprive him of his favorite, and most effective weapon: fear. He also prefers to be Tsar Vladimir for a long time, and enjoy the fortune he's amassed!

A 'change of leadership' in Russia would be welcomed by Ukraine, by many within Russia, and many more around the world. Putin has committed war crimes. All things considered, to say he 'cannot remain in power' doesn't seem particularly egregious.
