She urged the officers to make their valuable experience and the spirit of ‘Nation First’ their guiding compass.

Met the IAS probationers of the 2024 batch belonging to the North Eastern cadres during an interactive session.
The interaction was aimed at familiarising the young officers with the development priorities, administrative framework, and governance imperatives of the Government of Assam. I shared an overview of the State’s evolving socio-political landscape, demographic dynamics, and changing development profile, and spoke about key administrative challenges and emerging opportunities, highlighting the importance of evidence-based policymaking, strong institutional coordination, and effective implementation at the State and district levels to achieve sustainable and inclusive growth.
I elaborated on the distinctive nature of administration in the North Eastern region, particularly in Sixth Schedule areas, emphasising the need for a clear understanding of constitutional safeguards, autonomous governance structures, and traditional institutions. I noted that effective administration in these areas requires sensitivity to local customs, participatory decision-making, and respect for community-based governance systems.
Reflecting on Assam’s development journey, I spoke about the increasing focus on infrastructure development, improved social sector outcomes, ease of service delivery, and technology-enabled governance. I also underscored the critical role of civil servants in translating policy intent into measurable outcomes, especially in geographically diverse and socio-culturally complex regions.
Emphasising the core values of public service, I highlighted integrity, empathy, and sustained field-level engagement as essential attributes of effective administration. I encouraged the probationers to develop a strong understanding of ground realities, regional diversity, and local aspirations, and to approach governance with professionalism and compassion.
Drawing from my administrative experience, I advised the officers to remain solution-oriented and adaptable to evolving governance challenges, while upholding the highest standards of public service in close partnership with citizens and institutions.
I extended my best wishes to the probationers for a meaningful and successful career in the civil services, and expressed confidence in their contribution to advancing Assam’s development agenda and strengthening responsive and inclusive governance across the State.
