@TranquillizeMe @TitanCAPSLOCK Flat pen is abused most by bruisers and tanks. Health reduction to squishies makes tanks base damage and item procs more potent. Basic attack damage nerf helps tanks in the early game more than it hurts em. I’m not sure how this won’t result in tank meta
