DISCAYAS ADMIT DPWH PROJECTS AS GATEWAY TO WEALTH IN BABAO INTERVIEW
Contractors Sarah and Curlee Discaya admitted that their entry into the Department of Public Works and Highways (DPWH) marked the turning point that transformed their lives.
In an interview with broadcaster Julius Babao on his YouTube channel, which premiered on September 17, 2024, the couple recounted how they began with small DPWH projects through bidding before gradually securing larger contracts. Sarah explained that they kept their prices competitive during the bidding process, which helped them win projects, while Curlee emphasized that they sustained growth by consistently delivering quality output.
Sarah Discaya was recently invited by the Senate Blue Ribbon Committee, chaired by Sen. Rodante Marcoleta, to its August 19 probe into alleged corruption in flood control projects. She, however, sent an excuse letter citing prior commitments. She was identified as president of Alpha and Omega Gen. Contractor & Development Corp., one of the 15 contractors previously flagged by President Ferdinand Marcos Jr. for cornering a large share of the country's ₱100-billion flood management projects. Firms linked to the Discayas—Alpha and Omega and St. Timothy Construction Corp.—are among those with nationwide operations.
During the hearing, Sen. Bato Dela Rosa moved to subpoena Discaya and other absent contractors to ensure their attendance in the next session, a motion that Sen. Marcoleta seconded. Sen. Win Gatchalian later proposed amending the motion to require company heads themselves—not merely their representatives—to appear, reasoning that only they could adequately respond to the committee's questions. Sen. Erwin Tulfo added that those who skipped the hearing must provide reasonable explanations once they appear.
