Today is Rex Masai’s birthday. He was shot and killed by Police Constable Isaiah Murangiri during the 2024 anti-finance bill protests. All evidence points to him. Kenyans who were at the protest provided hundreds of photos and videos as evidence proving that Murangiri was the shooter but the Central Police Station armoury officer, Fredrick Okapesi, and his superiors tampered with the arms movement register in a desperate attempt to protect him.

This level of collusion is only possible because Ruto does not want a single police officer who shot and murdered peaceful Gen Z protesters to end up in jail. They must be protected, as the regime will want to use them again and again to kill anyone who peacefully protests or attends an opposition rally.

Today, his parents were supposed to be in court for the inquest, but the hearing was cancelled for the second time in a week, apparently because the magistrate was unavailable. I spoke to Rex’s mother; she told me she had gone out for a walk because she was feeling low and didn’t want Rex to look down from heaven and see her sad. Rex’s friends and comrades had gathered at Milimani Law Courts, ready to cut a cake to celebrate his 31st birthday.

His mother feels like she has neglected her son because she hasn’t visited his grave recently. She also feels his case is going nowhere. “They are taking us round and round. Whatever they have decided, they should just tell us. Tell us the truth. We aren’t happy having to keep coming to court; it’s going to be two years now. Our sons will not be returned to us, so let us rest, and let our sons rest, instead of making us come to court every week.”

Rex Masai’s case remains the only active matter concerning the police killing of a Gen Z protester. Amnesty International’s November 2025 report estimates at least 128 deaths from excessive force by security agencies during the protests. This includes killings, some abductions leading to deaths, and enforced disappearances where bodies were later found showing signs of torture.

That’s 128 mothers and loved ones still crying for justice. It’s likely none of them will ever get justice and that’s why Ruto Must Go! He cannot kill us and lead us.

I have said before that our country is today a failed state. A banana republic.

If you doubt this, look at what the Auditor General found while reviewing the Awendo CDF. Awendo is a constituency in Homa Bay county – a county with a 30% poverty rate.

@HAwendo is the current MP. That man, is walking around calling himself "Mwesh" - despite the absolute shakedown that you will read below.

I have asked before and will ask again: what is the point of government in Kenya?

If we can lose KSH 125 million in claimed bursaries in one year - and this information is known to parliament, the president, EACC - all who are copied here, we have every right to question the entire premise of government.

We have that right. Particularly in the context of the absolute shakedown that is the compensation scheme for corrupt politicians in this country.

See first attachment for an idea of what many primary schools are like in the county.

Look at that photo – stare at it for 30 seconds. And then, read the findings below to see how
KSH 221,769,007 intended to serve kids in that county have been stolen or wasted.

That attachment shows you CDFs where at least KSH 50 Million in claimed bursaries HAVE ABSOLUTELY NO RECORDS - no names, schools, NOTHING.

In 2023-2024 alone. Again, just cases where KSH 50 million or more in bursaries is missing in just 2023-2024.

This is not conjecture, propaganda, or innuendo.

This is what the Auditor General is telling us.

Then, I want you to understand that in 2023-2024 alone, KSH 60 billion was sent to CDFs around the country. And as someone who has reviewed over 200 individual CDFs by now – I can tell you what you see below is the normal - rather than the exception.

We should all be ashamed that we have allowed the greediest among us to steal from the most vulnerable among us – children.

We must all demand that the CDF as currently ran to be stopped. There is no reason whatsoever to hand KSH 60 billion to thieves – and act like we are serving kids.

Think about how dumb this is. Forget about the fact that much of the money given to the CDFs is stolen. Even in the small minority of cases where it is not stolen outright, how would we evaluate the effectiveness of the program when 300 politicians around the country are handing out money without any logical process or criteria? Without any established standard?

Kenyans – it is time to get our country back.

2023-2024

This CDF spent KSH 206,539,939 in CDF allocation in 2023-2024.

Out of the amount it claimed to have spent on bursaries, KSH 125 million in bursaries have ZERO support. No names. No schools. No people.
That’s right. KSH 125 million in claimed bursaries, in one constituency, CANNOT BE traced.

Apparently, distributing bursaries in Awendo is similar to doling out candies in church on Sunday – where you don’t need knows.

By law, contracts in an open bidding process are supposed to be awarded to the lowest bidder. Due to corruption, KSH 13.5 million for “construction” of classes was given to the highest bidder.

Notwithstanding that, the project stalled.

CDF’s are not allowed to have more than 4 employees – because the purpose of CDFs is not to find something to do for politicians’ friends and relatives. This CDF had 14 employees, and paid them KSH 3.2 Million.

The CDF claimed to have KSH 8.3 million in cash in the bank - but could not show one bank statement to the auditors.

Poor workmanship in implementation of Schools, emergency and security projects totaling KSH 3,600,000.

So let’s summarize the outcome for 2023-2024:

KSH 206 million in spending.

KSH 125 million in “bursaries” have absolutely no support whatsoever.

KSH 13.5 million in construction was given to the highest bidder.

KSH 3.2 million was paid to 14 employees when the legal limit is 4 employees.

KSH 8.3 million in cash claimed to be in the bank cannot be confirmed because the CDF will not show statements.

And – KSH 3.6 million in “poor workmanship”.

Total wasted, stolen, or just unaccounted for: KSH 153 million out of KSH 206 million.

That is 75% of the actual amount spent.

That is your CDF. And KSH 60 billion was spent across the country.

2022-2023 (No audit reports available)

2021-2022

KSH 408,385 in claimed Motor Vehicle Repairs Unsupported by any records.

An audit found that within KSH 10,219,766 in goods and services expenditure—including KSH 628,676 for routine maintenance—KSH 408,385 spent on vehicle repairs lacked required pre- and post-inspection reports and garage work tickets, leaving the expenditure unverified.

KSH 8.18 Million in Emergency Spending Lacked Proof of Urgency

An audit found that within KSH 88,536,259 in grants and transfers, KSH 8,176,834 classified as emergency projects lacked documentary evidence demonstrating urgency as required under Section 8(3) of the NG-CDF Act, 2015, rendering the expenditure unverified.

KSH 900,000 Classroom at Obama Primary Completed but Showing Early Structural Failure

An audit found that within KSH 85,200,000 in transfers (including KSH 24,100,000 to primary schools), KSH 900,000 disbursed to Obama Primary School for construction of one classroom resulted in a completed but prematurely worn-out floor, indicating poor workmanship and undermining value for money

KSH 900,000 Classroom at Koyier Primary Exhibits Cracks and Violates Labelling Regulations

An audit found that within KSH 24,100,000 transferred to primary schools, KSH 900,000 disbursed to Koyier Primary School for construction of one classroom resulted in cracked floors and improper signage naming an individual as financier, contrary to Regulation 11(1)(c) of the NG-CDF Regulations, 2016, undermining compliance and value for money

KSH 800,000 Classroom at Malunga Mixed Secondary Shows Defects and Non-Compliance

An audit found that KSH 800,000 disbursed for construction of one classroom at St. Pauline Malunga Mixed Secondary School resulted in vandalized window panes, cracked floors, and lack of project labelling, undermining value for money.

KSH 1.6 Million Dormitory at Kogelo Mixed Secondary Exhibits Structural Defects

An audit found that KSH 1,600,000 disbursed for completion of a dormitory at Kogelo Mixed Secondary School resulted in vandalized window panes and cracked floors despite the facility being in use, indicating poor workmanship and undermining value for money.

KSH 1,000,000 Laboratory at St. Nicholas Koyier Shows Early Structural Cracks

An audit found that KSH 1,000,000 disbursed for completion of a laboratory at St. Nicholas Koyier Mixed Secondary School resulted in a facility in use but with cracked floors, indicating poor workmanship and undermining value for money.

KSH 1,000,000 Reallocated Without Approval and Delivered with Poor Workmanship at Bondo Kogelo Primary

An audit found that KSH 1,000,000 disbursed to Bondo Kogelo Primary School was reallocated from renovation of five classrooms (capacity 225 pupils) to construction of one classroom without Board approval contrary to Section 6(2) of the NG-CDF Act, 2015, and resulted in a completed but prematurely worn-out floor, undermining compliance and value for money.

KSH 1.6 Million Security Office Completed but Left Idle at Central Sakwa

An audit conducted found that KSH 1,600,000 spent constructing an office at Central Sakwa Chiefs’ Office resulted in a completed but unused facility, undermining value for money.

An audit found that KSH.1,000,000 allocated for renovation of five classrooms at Mariwa Primary School resulted in only two completed and in use while three remained unfinished, undermining value for money.

KSH 1.17 Million Innovation Hub Installed but Non-Functional at Awendo Library

An audit found that Kshs.1,169,257 spent on supply and installation of an innovation hub at Awendo Kenya National Library resulted in completed ICT infrastructure that remained non-operational due to lack of internet connectivity, undermining value for money.

KSH.15.13 Million (38%) Irregular Contract Variation on KMTC Construction Project

An audit found that a KSH 39,870,586 contract for construction of Awendo Kenya Medical Training College—after Kshs.10,939,000 had been paid before termination—was re-awarded at Kshs.55,000,000, resulting in a KSH15,129,413.80 (38%) variation contrary to Section 139(6) of the Public Procurement and Asset Disposal Act, 2015, rendering the expenditure irregular and of doubtful value for money.

KSH 1.5 Million Dining Hall Project Stalled Without Work Valuation

An audit found KSH 1,500,000 allocated for construction of a dining hall at St. Joseph’s Kamwaya stalled at the substructure level after the contractor abandoned the site, with the contract terminated without valuation of completed works, undermining value for money.

KSH 3.15 Million (80%) Overpayment and Land Dispute Stall Awendo Police Headquarters Project

An audit showed that KSH 7,100,000 was paid against an initial contract sum of KSH 3,948,470 for construction of Awendo Police Division Headquarters, resulting in an unexplained overpayment of Kshs.3,151,530 (80% variation) contrary to Section 139(6) of the Public Procurement and Asset Disposal Act, 2015, compounded by failure to verify land ownership which led to court-ordered suspension of works.

KSH 15.46 Million in Unacknowledged Bursary Payments

An audit found that KSH 15,462,125 in claimed bursary disbursements lacked support.

KSH 3 Million Borehole Project at Ogwamrondo Hill Left Incomplete and Non-Functional

An audit found that KSH 3,000,000 allocated for drilling and equipping a borehole at Ogwamrondo Hill Mixed Secondary resulted in KSH 1,300,000 paid for a dry borehole and a subsequent KSH 1,472,423 contract for a second borehole on private land without transfer documents or completion certificate, with the project still incomplete.

KSH 3 Million Borehole Project at St. Gabriel Siruti Left Incomplete After Contract Variation

An audit found that KSH 3,000,000 earmarked for a borehole at St. Gabriel Siruti Secondary resulted in a contract initially awarded at KSH 1,893,045 and later varied to KSH 2,507,450 after a dry borehole, with a second borehole drilled on private land without title documents and remaining incomplete, undermining value for money and regularity of expenditure.

KSH 3.15 Million Overpayment and Stalled Works on Awendo Police Headquarters

An audit found that a KSH 3,948,470 contract awarded in 2015/2016 for construction of Awendo Police Divisional Headquarters resulted in KSH 7,100,000 paid by 29 November 2016—an unexplained overpayment of KSH 3,151,530—with KSH 1,900,000 unaccounted for, incomplete ceiling, plastering and painting works, vandalism, and unresolved land ownership disputes, rendering the expenditure irregular and of doubtful value for money.

A comment by Darren Lewis, a respected British sports journalist, deserves real credit. Paraphrasing his point:

We need to stop pushing the lazy narrative that what happened at the AFCON final is somehow a stain on all of African football.
