What objective(s) are you ultimately trying to accomplish with the bill? Not sarcasm, a real question. Might have to add some checks and balances for validation as lots of policies are in place and folks dont follow them.

@dplymyer Maybe not under-incarceration. Something more along the lines of years of not addressing social issues, bad policy, leadership not fit to strategically address inefficiency, etc. We can't just point to one issue. That's been the problem that got us here today.
