Menerima khabar duka pemergian Dr. Amin, seorang 'permata' dan pakar perubatan kesihatan awam yang gigih serta penuh berdedikasi.
📍 Hebatnya 'legacy' ditinggalkan Allahyarham, ribuan pesakit akan terus mendapat manfaat daripada garis panduan klinikal (CPG) yang dihasilkan beliau. Inilah saham akhiratnya yang mengalir tanpa henti.
📍 Mendengar cerita tentang sifat penyantun & prihatin beliau terhadap rakan setugas, jelas beliau seorang yang amat disayangi & disanjung tinggi oleh rakan-rakan dan keluarga besar KKM.
Satu kehilangan besar buat warga @KKMPutrajaya & negara. Perginya beliau pada hari Jumaat, di bulan Ramadan yang mulia ini mudah-mudahan menjadi satu tanda Husnul Khatimah buat Dr Amin. 🌺

Penyakit genetik (keturunan) Talasemia terjadi apabila hemoglobin dalam sel darah merah (RBC) tidak sempurna menjadikan ianya kecil, rapuh serta cepat musnah.
Ini mengurangkan keupayaan RBC untuk membawa oksigen ke seluruh tubuh sangat terjejas (kondisi anaemia).
📍 Talasemia diwarisi daripada ibu bapa kepada anak. 1 dalam 20 penduduk Malaysia adalah pembawa (carrier) of gen Talasemia. Kalau kedua ibu & bapa adalah pembawa:
* 25% kebarangkalian anak akan mewarisi Beta Talasemia (teruk)
* 50% kebarangkalian sebagai hanya ‘pembawa’.
* 25% kebarangkalian anak mereka tidak menjadi carrier atau pembawa.
📍 Talasemia merupakan cabaran besar buat sistem kesihatan kita. Di Malaysia, terdapat 9,554 pesakit yang bergantung kepada rawatan pemindahan darah (blood transfusion) secara berkala.
📍 Kos rawatan sepanjang hayat seorang pesakit yang memerlukan transfusi darah sehingga usia 40 tahun boleh mencecah hampir RM3 juta, melibatkan transfusi darah dan terapi iron chelation utk tangani ‘iron-overload’ akibat RBC yg mudah pecah (haemolysis).
Pencegahan awal adalah kunci utama:
📍 Saringan & Kaunseling Genetik Pra-Perkahwinan: Kenalpasti status sebagai Pembawa/Cariier.
📍 Sejak 2004, Program Pencegahan dan Kawalan Talasemia Kebangsaan telah diperkukuhkan melalui saringan populasi, pendidikan kesihatan serta data pesakit melalui Malaysia Thalassaemia Registry.
📍 Bermula 2016, saringan talasemia bersasar di kalangan murid Tingkatan 4 telah dilaksanakan. Sehingga kini, hampir 2.1 juta murid telah disaring dan 2.7% disahkan sebagai pembawa talasemia.
Bagi pesakit yang memerlukan rawatan:
📍 KKM kini fokus memperkasakan rawatan Stem Sel Haemopoetik (HSCT) yang telah berjaya menyembuhkan 212 pesakit sejak 2007 dengan kos yang lebih mampu milik di Hospital Tengku Azizah, KL & Hosp Wanita & Kanak2, Sabah. (RM100k-120k).
📍 Hala tuju masa depan kita adalah Terapi Gen (Gene Therapy). Walaupun kos global ketika ini mencecah RM10-13 juta bagi satu rawatan, ini adalah pelaburan dalam precision medicine yang mampu merawat Talasemia dan pelbagai penyakit genetik yg lain.
📍 NPRA, IMR dan NIH akan terus memperkukuh ekosistem domestik bagi perolehan teknologi state-of-the-art ini serta bekerjasama secara global untuk mendemokrasikan akses rawatan kepada pesakit di negara-negara berpendapatan rendah & sederhana (LMICs).
📍 Kita perlu pastikan anak-anak kita bukan sahaja mempunyai kesedaran tinggi mengenai status genetik mereka, malah mampu mendapat manfaat daripada inovasi perubatan terkini seperti ‘gene-theraphy’. 🧬✨

- REVIVING ORGAN TRANSPLANTATION AS A NATIONAL
AGENDA IN 2026 -
Malaysia’s transplant activity remains far below national needs, despite strong clinical expertise, public-sector infrastructure, and a growing burden of end-stage organ failure driven by a menacing NCDs and systemic gaps in prevention and early care.
By 2026, transplantation must be reframed as a national agenda—central to health system sustainability, equity, and dignity of life.
Admittedly, Organ transplantation is one of the most complex, emotional, and difficult services to manage. It involves ethics, law, deep emotions, and intricate logistics.
Over the past 2 years, we have been quietly rebuilding the engine of our National Transplant Services. A critical foundation is the structural empowerment of the National Transplant Centre (NTC).
📍 Previously operating under HKL, we are elevating NTRC (now NTC) directly under the purview of the Medical Development Division (BPP), in MOH HQ.
This shifts it from a 'hospital unit' to a 'national command centre' → giving it the MANDATE to drive the policy, nationwide.
However, we remain cautious & realistic about the challenges..✊
📍 We recognize the need to strengthen our human capital. Producing transplant specialists takes years of rigorous subspecialty training, e.g. ~8 years to train a hepatobiliary surgeon.
📍 While we build this long-term capacity, we are taking immediate steps to optimize existing resources & bridge the gap through strategic partnerships.
This makes 2026 a critical mission. We are not promising instant results, but we are fully committed to building up the fundamental building blocks:
📍 GOVERNANCE: Laying the groundwork for the establishment of National Transplant Council (Majlis Transplan Kebangsaan) to provide the central authority ("punca kuasa") for data & resource management.
📍 STRATEGIC COLLOBORATION: We are unlocking Public-Private Partnerships (PPP) via engagement with experts from Private & University hospitals to form a ‘unified National Procurement Team’.
📍 POLICY: We are currently in the FINAL stages of REVISION of The National Organ, Tissue & Cell Transplantation Policy (2007) to align with global standards.
📍 REGULATION: Simultaneously, we are reviewing the Human Tissue Act 1974 to better protect living donors & streamline the process.
But structural reform alone is not enough. We need a shift in mindset...
📍 Over 400,000 Malaysians have registered as donors, yet we still have >10,000 patients on the waiting list. There's more to be done!
📍 Making a pledge is now seamless via MySejahtera App. As of July 2025, we've had >16,000 NEW sign-ups!💪🏻💪🏻
📍 BUT a digital pledge must be followed by a physical conversation. We shall shift gear and continue to champion from where we were #Sayasudahberikrar to #WariskuHormatiIkrarku, ensuring your noble intention is respected by your next of kin, after our demise.

This may look like any other meetings with my top officers. (Datuk lndera Dr Nor Azimi, DDG (Medical), Dr lzzuna Mudla, Deputy Director Medical Development Division, Dr Mohd Syafiq, Director, National Transplant Centre).
But this particular one is truly a MILESTONE, as it updated me on ‘Organ Transplantations’ as an important agenda for MOH in 2026. 🤲✊❤️
MaHTAS at the 7th Health Economics Forum 2024. Dr. Izzuna Mudla @IzzunaG was one of the key panelists, sharing her expertise on enhancing HTA frameworks in Malaysia.
It was also attended by MaHTAS officers, providing an opportunity for networking and future collaborations.
It’s a wrap! Proud to have presented my PhD research on healthcare disinvestment to the Malaysian healthcare stakeholders. The feedback and insights were elightening and invaluable. Truly grateful for the support that I've received. Looking forward for the next stage!
