Many thanks to volunteers Panel members for contributing their time & expertise for an in-person major project review in #Surrey earlier this week.
Clean energy & housing delivery are not in conflict — but only if design & planning process is fit to handle both simultaneously.
The question is not if we build greener homes. It is do we have the governance systems to do it at pace, at scale, & without compromising quality.
The gov’s aim is 1.5m homes by 2029. But the solar requirement is 40% of GFA & the HBF estimates 60% of homes can’t meet this. That means individual assessment. Adding to a stretched planning system, without a process or resourcing, may create a bottleneck that kills delivery.
The Future Homes Standard is here. From 2028, every new home in England must have solar panels & a heat pump. No gas. No exceptions (almost).
This is not a tweak to building regs. It is a shift in what “a new home” means.
