Norway's famous fund is funded from surpluses. It was founded in 1990 but the 1st substantial contribution was not until 1996 based off of the 1995 surplus. The entire system is based off of surpluses and deficits.

Norway's fund sat practically empty for 5 years until they had the first surplus year to make a contribution.
