Canada has a history of scapegoating immigrants. Will we never learn from the hypocrisy of the past?
They are feeling gaslit — initially welcomed, considered essential, now disposable

IRCC announces the first Express Entry draw for May 2024, sending out 2,985 invitations to apply (ITAs) for permanent residency. This draw targeted candidates who had provincial nomination with a Comprehensive Ranking System (CRS) score of 676 or above.
Immigration, Refugees and Citizenship Canada (IRCC) will select up to 15 communities to participate in the pilots based on their economic needs, the availability of services and programs to assist newcomers, and the capacity of their economic development organizations.

I am also not convinced the way Module 5 risk indicators work in practice is exactly as it was set out in the Algorithmic Impact Assessment. I see Officers rendering decisions (often on alternative grounds) on the basis of a potential flag, without actually going to seek verification from the RAU. So they are seeing patterns, contrary to the ITAT AIA. Maybe others see it differently.

We're learning of an interactive dashboard that allows Visa Officers to see refugee claimant data alongside visa data on eTAs, TRVs, WPs, + SPs.
This is how data-based decision making works at IRCC and why refusal rates are very much related to refugee claims.

Today, we announced that the Government of Canada will set an intake cap on international student permit applications to stabilize growth, for a period of two years. Details: https://t.co/Rz6VJ8HKyW
For 2024, the cap is expected to result in approximately 360,000 approved study permits, a decrease of 35% from 2023. Study permit renewals will not be impacted. Those pursuing master’s and doctoral degrees, and elementary and secondary education are not included in the cap. Current study permit holders will not be affected.
To implement the cap, as of January 22, 2024, every study permit application submitted to IRCC will also require an attestation letter from a province or territory. Provinces and territories are expected to establish a process for issuing attestation letters to students by no later than March 31, 2024.
In order to better align the Post-Graduation Work Permit Program, we are changing the eligibility criteria:
-Starting September 1, 2024, international students who begin a study program that is part of a curriculum licensing arrangement will no longer be eligible for a postgraduation work permit upon graduation.
-Graduates of master’s and other short graduate-level programs will soon be eligible to apply for a 3-year work permit.
In the weeks ahead, open work permits will only be available to spouses of international students in master's and doctoral programs. The spouses of international students in other levels of study, including undergraduate and college programs, will no longer be eligible.
Study permit allocations will become like PNPs. Provinces will need to resource up to do both the math and deal with the politics.
