1. I often warn about "Zombie Statistics" on these pages.

2. These stats may have been current and/or useful once. No more. Yet they refuse to die.

3. A Zombie stat recently trapped Ghana's Energy Minister.

4. He must have seen one of the many posts online that said Ghana leads Africa in Electric Vehicle (EV) adoption because it imported 17,660 vehicles in some indeterminate recent year.

5. So, he declared that Ghana is Africa's EV leader and that EVs could consume all the electricity in Ghana soon.

6. The government has proceeded to make all manner of laws and justify all manner of policies, including a giant state-owned thermal power plant, on the back of this zombie stat.

7. Like all Zombie stats, there is a faint basis somewhere. The 17k you often hear is a cumulative import count from Jan 2017 to Dec 2021. That means on average, Ghana imported 3532 electric vehicles (EVs) a year.

8. It DOES NOT say how many EVs are actually on the road now.

9. Also, it combines motorcycles, three-wheelers, passenger cars, heavy vehicles and plug-in hybrids.

10. Only 338 of the 17,660 were full-size battery-electric vehicles.

11. Ghana is no longer, even remotely, Africa’s EV leader. Ethiopia is the only unambiguous number one, with more than 115,000 EVs. Kenya, Uganda and Egypt are in the 30,000-class; Nigeria is estimated at 25,000 - 28,000; and Rwanda has at least 22,000 electric motorcycles from one operator alone.

12. The truth is that Ghana’s exact position cannot be established because its public statistics have become extraordinarily contradictory. Zombiesm has confused everything. What is a fact, however, is that it is NOT number one in Africa. Based on my analysis, I would say 7th.

13. More relevant for policy: the fact that so many of Ghana's EVs are motorcycles and keke/pragyas impact the electricity-demand implications and projections. For hybrids, it naturally depends on petrol pricing.

14. The strongest evidence shows that plug-in imports (both cars and cyclers) from 2017 to 2021 were just 3532.

15. I have seen a figure of 70,000 EVs on the road (quoted by the Chief of Staff, not the Minister) somewhere, with zero backing.

16. The latest serious research reports provide these numbers:

A. Clean Transportation Outlook - 1363 EV (cars).

B. UN/DVLA 2025 - "more than 1200 EV cars".

C. RCEES 2024 - 25311 (plug-in & hybrids)

17. For full cars, I am confident that the attached EV ranking is closer to the truth.

18. How much additional electricity consumption can be attributed to Ghana's EV fleet, then?

19. Using the established 2017 - 2021 fleet trend, we have about 24 GWh/yr max. That's like 0.1% more. Even if we use the more recent RCEES scaled-up numbers and the 12MWh per year upper bound, we are still talking about 1% incremental.

(BUT I agree with the Minister's point that transformers need upgrading to take high-capacity chargers into account.)

The case of Madam Ama Forson, a 67-year-old food vendor is more than interesting.

She was prosecuted and jailed for 11 years for possession of Narcotic drugs.

Madam Forson served four years and seven months of her term in prison before a competent higher court found that she was innocent.

The story is that she has been given GHS20,000 to start a business in addition to electrical appliances and a pledge to support the education of her son.

A number of questions arise.

One, can the offers made to Madam Forson repair the damage done to her life by her wrongful imprisonment?

How many more innocent people are languishing in jail for crimes they did not commit?
