I think it’s because you can’t just bolt a satellite receiver onto a jet. You have to alter the fuselage whilst making sure aerodynamics are not affected and that none of the alterations can come off in flight and strike the control surfaces. Any modifications to the body of aircraft is expensive, especially to the top of the fuselage where it must be to have clear line of sight to the constellation. The hardware kit for jets starts at $145,000, and I think the labour rate starts at around $200/hr on the cheap end. Install can take a team 160 hours, so you’re looking north of $65,000 there. Then there’s the materials needed apart from the hardware both inside and outside the jet. A cheap estimate is a quarter million. So while he might be exaggerating, it’s within the realm of possibility that it could cost upwards of half a million.
