Importing classes to uplift is an important part of the equation. Another part is identifying some unforgivable historical crime - ideally against the class being uplifted - for conspicuous self-castigation. It's a similar dynamic to the evangelical practice of publicly confessing the terrible sins you committed before you were saved, in order to farm the congregation for attention and plaudits for how strong and brave you are for seeing the light and doing the work.

My personal favorite example of this is Sweden, whose "historical crimes" almost exclusively relate to various rampages they launched against other European peoples. That doesn't fit the bill: per the Yankee formula, crimes against whites don't count. Desperate for something, they decided that some fraction of Swedish iron was probably used to manufacture manacles and chains on slave ships. There was no proof of this at all, but iron is a fungible bulk commodity, so it isn't implausible. "Ahhh ... Perfect! Something to feel guilty for! Now we can battery farm Bomalians with a guilty conscience, as fashionable good taste demands!"

The issue here is that America has *memetic sovereignty* and trains the world's elites and America's elites are extremely mentally fragile and dishonest - their core claim to the mandate of heaven is basically "we uplift the blacks" but they don't even exactly realize that this is their core claim so when they train foreign elites who then try to implement the formula the foreign elites are left wondering "what is *our* claim to rule if we don't have blacks to uplift?" and *that* is why there's replacement migration everywhere the US has memetic sovereignty
