@TucsonProgress @TucsonTomorrow @TucsonPDSD I believe that section is starting design to widen as an RTA. I think the thought it to not spend prop 411 to fix a road that will soon be torn up for a widening. This happened on Grant and they ended up repaving because it was so bad.
