Possibly because, although a governor is head of state, a mayor is more on the ground, as well, closer to the community…
Billions have been borrowed and spent on seemingly good ideas. However, nothing comes to fruition. Maybe too many isms and schisms would be exposed through a controversial F word- Fraud of tax payers money. Pratt challenged this.
