Zapdos has been one of the most consistent legendary Pokémon throughout the generations.

Great Electric/Flying type, a good enough movepool, and solid offensive/defensive utility. Easily the best of the three legendary birds, and one of the best Mons in the entirety of Gen 1.

Zapdos lurks in the abandoned Power Plant off Cerulean Cape. It's said that Zapdos appears from clouds to drop enormous lightning bolts.

My take: Articuno has a stoopid powerful Blizzard coming off its 125 Special stat (at least in Gen 1).

Seafoam Island Strength puzzles kind of suck though.

Found deep underground in the icy caverns of the Seafoam Islands, this Ice-type legendary bird appears before doomed travelers lost in icy mountains.
