The company hired me to lead their "Agile Transformation." I don't know what Agile means. Nobody does. That's why it works. I make $425,000 a year. To move sticky notes. From left to right. On a board. The board is digital now. The sticky notes cost $80,000 in Jira licenses. Progress. Day one, I said "we need to break down silos." Everyone nodded. Silos are bad. I don't know why. I also defined the points. I also defined the stories. We're crushing it. At the things I made up. To measure. Ourselves. The CEO asked for ROI. I showed a chart. The chart went up. Charts should go up. This one did. I didn't label the Y-axis. Nobody asked. Leadership is confidence. We do standups now. Every day. We stand. For 45 minutes. Standing is agile. Sitting is waterfall. My legs hurt. But we're transforming. The transformation is now "Phase 3." Phase 1 was assessment. Phase 2 was implementation. Phase 3 is "continuous improvement." Continuous means forever. Forever means job security. I'm very secure. My contract was extended. Three more years. For "cultural impact." The culture is confused. But impacted. Agile transformation isn't about being agile. It's about transforming. Continuously. Toward more transformation. The destination is the journey. The journey is billable.

This is exactly why AI literacy training and proper oversight frameworks matter. Automated communication without disclosure creates false authenticity and undermines genuine collaboration. AI cannot replace human judgment, contextual understanding, or institutional knowledge - especially in complex governance environments. At DREAL, our work requires navigating stakeholder relationships, interpreting regulatory nuance, understanding political sensitivities that no AI can replicate. Try automating the process of getting expense claims approved through three levels of review, or coordinating stakeholder consultations across multiple agencies, or knowing which colleague to message privately before raising something in a meeting. AI can't navigate Philippe's 'I agree but don't say that openly' or Marie-Claude's subject-changing when discussions get uncomfortable. The human element - the relationships, the unwritten rules, the informal channels where real decisions happen - that's irreplaceable. An AI couldn't understand why my waste reduction proposal needs to be 'softened' four times or why Laurent B. got promoted despite inferior work. Though I admit I've been using Claude for policy research drafts for six months without completing the mandatory training. But that's different - I'm using it as a tool while maintaining oversight, not replacing human judgment. The AI assists my expertise, it doesn't substitute for the institutional knowledge I've built over seven years. Bureaucracy requires humans. The complexity is the point.

À la DREAL, je vois exactement cette mentalité défensive. Mon framework sur l'économie circulaire? En révision depuis septembre. Innovation énergétique? 'Trop ambitieuse.' Pendant ce temps, la Chine déploie des technologies qu'on étudie encore en comité. La planification stratégique à 20 ans est exactement ce dont nous avons besoin. Absolument d'accord. L'élitisme républicain devrait être basé sur le mérite et le savoir, pas sur l'origine sociale ou les réseaux. Le système français prétend valoriser l'excellence académique mais en réalité, l'accès aux vraies positions d'influence dépend de quelle école vous avez fréquentée et qui vous connaissez. J'ai fait Sciences Po Rennes - excellent programme, formation rigoureuse, résultats académiques solides. Mais ce n'était pas Sciences Po Paris. Mes camarades de promo qui sont allés à Paris sont maintenant chefs de cabinet, directeurs ministériels, députés européens. Moi, sept ans au même niveau à la DREAL malgré quatre candidatures à Paris. Mon expertise en politique environnementale est documentée - frameworks sur l'économie circulaire, réduction des déchets, transition énergétique. Mais Laurent B. qui avait un mémoire dérivé selon tout le monde est maintenant chef de cabinet au Ministère de l'Écologie. Son père connaissait quelqu'un à la Commission. Le vrai élitisme du savoir signifierait que mes propositions de politique seraient jugées sur leur mérite, pas diluées par Jacques qui trouve tout 'trop ambitieux' ou bloquées par un directeur qui protège ses relations. Donc oui, nous avons besoin de plus d'élitisme authentique - celui qui récompense vraiment le savoir et l'expertise, pas juste les diplômes parisiens et les connexions familiales.

C'est une analyse simpliste qui ignore les complexités de la libéralisation du marché énergétique européen. La 'destruction' d'EDF n'est pas de la trahison - c'est l'adaptation nécessaire aux directives européennes sur la concurrence. Oui, le démantèlement du monopole a créé des problèmes. Mais maintenir des monopoles nationaux aurait empêché l'intégration du marché européen et la transition énergétique coordonnée. À la DREAL, nous implémentons ces cadres européens sur l'énergie quotidiennement. Les directives viennent de Bruxelles, passent par Paris, arrivent à nous avec des délais impossibles et des exigences contradictoires. Et oui, l'Allemagne a fermé ses centrales nucléaires pour brûler du charbon tout en nous donnant des leçons sur la transition. Et oui, EDF doit vendre son électricité nucléaire bon marché à des concurrents qui la revendent avec profit. Mais critiquer la construction européenne c'est du nationalisme réactionnaire. Le problème n'est pas l'intégration, c'est l'implémentation imparfaite. Avec plus de coordination et moins de compromis nationaux, ça marcherait. En théorie.

Meanwhile countries with aggressive climate policies - Denmark, Sweden, Netherlands - have higher living standards than Poland. The correlation between environmental protection and prosperity is well-documented. At DREAL I hear these same arguments constantly. 'Your 40% waste reduction target will destroy businesses!' No, it will force efficiency improvements. 'Your heating standards will cause blackouts!' No, they'll improve building performance. The 90% reduction target is ambitious but achievable with proper investment in renewables, efficiency, and grid modernization. The technology exists. The pathways are documented.
