🏳️‍🌈🧵Under the Rainbow Edmonds was founded by my opponent Thom Garrard's wife (Naomi Baltuck), his treasurer (Holly Monek-Anderson) who has donated $700 to his campaign, and Nickolas Falk (city of Edmonds Deputy City Clerk).

This nonprofit has several LGBT monthly meetings at the Edmonds Public Library, many marketed to children. Not only that, for pride month this organization was given a featured display at the entrance of the library for pride month.

Under the Rainbow is also supporting or has created the Edmonds Queer Youth Alliance which also meets at the public library. And works in coordination with other organizations in the area, who also coordinate with the Edmonds Public Library including; The Pride Foundation, Edmonds Neighborhood Action Coalition, and the Seattle Storytellers Guild.

🧑‍🏫Edmonds School District - Keith Smith - Calls Community to Band Against Adults Anti Trans in Girls Sports.

July 7 2026 - Instead of using his time to comment on School Resource Officers, Elementary student start times, or allegations of sexual assault of students by special ed teachers, School Board of Director Keith Smith used his time for something else. He called on the community of Edmonds School District in Lynnwood Washington to "band against" adults who protest against biological males playing against biological females in school sports.

Director Smith was referring to the recent Supreme Court decision at the Federal level, and it did not have any weight at how the school district carried out its duties. He also stated that this decision may embolden some to bully trans students in the district.

From 2022 through 2024, staff and parents at Meadowdale Elementary repeatedly raised concerns about alleged sexual misconduct by a male special education teacher.

The behavior was directed at both colleagues and special education students, some of the most vulnerable children in the district.
Administration was notified as early as late 2022. Nothing meaningful happened. Nearly a year later, after a staff-to-staff complaint, the district finally investigated. No children were interviewed. The result was a verbal admonishment and a letter of directives.

The teacher stayed in the classroom.
The behavior continued and escalated. In May 2024 a staff member (not an administrator) reported it to law enforcement, triggering a criminal investigation. Even while that investigation was ongoing, district officials prepared to transfer him to Meadowdale High School for the 2025–26 school year, placing him with the same students he had allegedly abused in elementary school.

Only after a student came forward with rape allegations in August 2025 was he placed on a second year of paid administrative leave. He has now left the district with no documented disciplinary action and a severance package that includes six months of additional pay plus medical benefits.

Parents of the affected children were never notified, despite clear requirements under Washington law (RCW 28A.320.160 and RCW 28A.400.317). Mandated reports to law enforcement and CPS were not made within the required 48-hour window.

A detailed email from a parent of a victim to Superintendent Rebecca Miner in 2024, describing specific physical contact, also produced no evidence of required reporting.

These are not isolated bureaucratic failures. They are systemic.
They left children unprotected and eroded public trust in the people charged with keeping them safe.

This petition demands three concrete steps:
1. Place Superintendent Rebecca Miner on leave and install an interim with a proven record of cultural and accountability reform.
2. Commission a fully independent third-party investigation by a firm with no ties to the district, its board, its staff, its insurers, or its attorneys.
3. Make the findings public and issue detailed progress reports every six months on every recommendation.
If the Edmonds School District is serious about protecting students, especially disabled students, it will stop protecting process and start protecting children.

August 6 2026 - Jason Cummings - Snohomish County Prosecutor declined to prosecute Edmonds School District Special Education Teacher - David Sibley - for alleged sexual assault of minor students at Meadowdale Elementary School in Lynnwood Washington.

Mr. Cummings was a guest of the Edmonds Breakfast Club. He spoke for about a half hour and answered questions for another half hour. He is up for election this year, but no one chose to run against him.

🧑‍🏫🧵Edmonds School District - School Board Refuses to Extend Public Comment Disregarding Public Voices Asking for Reinstatement of SRO School Resource Officers. 👇Learn More about it.

July 7 2026 - Edmonds School District School Board President Dr. Nancy Katims informs the public that the board has decided not to extend the public comment period. This decision is surprising given that fact that the room was full, and at least 17 people were signed up for comments that we know about.

The standard 30 minuet allotment only allows for ten people to comment at 3 minuets per comment. 16 of those who signed up were prepared to speak about the reinstatement of the SRO School Resource Officer program.

As she stated, the two prior meetings board vice president Chase made a motion to extend the public comment period, but why did she, or any other board member choose to make that motion for this meeting?

Many students who signed up were forced to give their time to speak to others thereby silencing their voices. Only 11 people were allowed to speak and many other were left with their voice being silenced including Lynnwood Mayor George Hurst!

Those who were given a chance to speak include the following; Wally Webster II - Project Access President, Shannon Sessions - former Lynnwood council member, Tabitha Johnson - mother of child victim Jayda Johnson, Bridgette Lynnville - mother of child victim resulting in gang activity.

Former School Board Candidate Jason Moore then interrupted the meeting at the end of the public comment period demanding the board make a motion to extend the public comment period, but the refused and asked him to leave the meeting.
