@RabReillyq4ph @AaronBastani It’s the cost of burying heavy duty pipes. Same reason that SSEN are trying to avoid having to bury electrical cables for grid upgrades. It costs a fortune. Plus, once running, such a system would incur massive energy costs to pump the water up areas of hilly terrain.

Not voluntary at all.
