DHHS has only been investing in privatised Community Housing businesses who only offer housing to those on mid income and with low risk profile.

@PublicTenants Saying this will include Public Housing is spin. All these groups are private businesses aiming to expanding their Community Housing asset base. They have no interest in creating government owned and run housing. I would think the Public Tenants Association would know this.

@SamanthaRatnam Thanks @VictorianGreens and the Auditor-General. How about copying the Germans? Many supermarkets charge deposits on plastic bottles, which can be returned to a machine which scrunches them into powder, and issues a ticket equal to the deposits which can be spent in the store.
