बिहार का वित्तीय संकट इतना गंभीर हो चुका है कि कल बिहार कैबिनेट ने मई, जून और जुलाई 𝟐𝟎𝟐𝟔 की सामाजिक सुरक्षा पेंशन देने के लिए बिहार आकस्मिकता निधि से 𝟑,𝟔𝟔𝟐 करोड़ रुपए निकालने की स्वीकृति प्रदान की है।

आकस्मिकता निधि का उपयोग सरकार द्वारा किसी भी अप्रत्याशित संकट, प्राकृतिक आपदा या वित्तीय विपत्ति के समय जरूरतों को पूरा करने के लिए किया जाता है।

जिस प्रदेश में अब पेंशन देने के लिए आकस्मिकता निधि का उपयोग होने लगे तो समझ जाइए कि हालात कितने खराब और खतरनाक हो चुके है। 𝟔 महीनों से हम निरंतर कह रहे है और सर्वविदित भी है कि 𝟒-𝟓 महीनों से बिहार में कर्मचारियों के वेतन और पेंशन संबंधित भुगतान नहीं हो रहा है क्योंकि खजाना खाली है। एक वर्ष से अधिक समय बीतने पर भी ठेकेदारों का भुगतान नहीं हुआ है।

नए प्रॉजेक्ट तो दूर, 𝟐𝟎𝟐𝟑-𝟐𝟒 में स्वीकृत कार्य योजनाओं का अभी तक कार्यारंभ नहीं हुआ है? 𝟐𝟎𝟐𝟓 और 𝟐𝟎𝟐𝟔 में बिना सोचे समझे की गयी घोषणाओं का तो जिक्र ही छोड़ दीजिए। बिजली में भारी कटौती की जा रही है। छात्रवृति का पैसा नहीं दिया जा रहा। स्टूडेंट क्रेडिट कार्ड योजना ठप्प है। फंड की कमी के कारण कल कैबिनेट में पूर्व से चली आ रही “बिहार राज्य फ़सल सहायता योजना” को भी बंद कर दिया गया है।

बिहार के वित्तीय हालत चिंताजनक है। नियमित बजटीय प्रावधान (𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐁𝐮𝐝𝐠𝐞𝐭𝐚𝐫𝐲 𝐏𝐫𝐨𝐯𝐢𝐬𝐢𝐨𝐧𝐬) की बजाय आकस्मिकता निधि (𝐂𝐨𝐧𝐭𝐢𝐧𝐠𝐞𝐧𝐜𝐲 𝐅𝐮𝐧𝐝) से (𝟑,𝟔𝟔𝟐) तीन हज़ार छ: सौ बासठ करोड़ रुपए की निकासी कर उस निधि से पेंशन देने जैसे निर्णय पर मुख्यमंत्री को जवाब देना चाहिए कि दशकों से डबल इंजन सरकार होते हुए ऐसी नौबत क्यों आई?

नौसिखिए मुख्यमंत्री को गैर जरूरी मुद्दों को हवा देने की बजाय अविलंब प्रदेश की दयनीय वित्तीय स्थिति को लेकर चिंतित, भयभीत और आशंकित बिहारवासियों को संबोधित करना चाहिए।
