NEWS Court records, a whistleblower lawsuit and court records reveal an especially egregious allegation about dogs and cats dying on Abdul El-Sayed’s watch as Detroit health director—the serious accusation the animals were not dying just from being euthanized, but due to accusations of filthy conditions, abuse, and mismanagement surrounding the deaths.

El-Sayed became Detroit’s health director in August 2015, and Animal Control was moved under the Health Department in October 2015. His campaign says he inherited a dysfunctional operation. The worst conditions described in the whistleblower lawsuit began before he took over oversight.

However, during the period when El-Sayed’s administration assumed oversight, Detroit’s animal shelter was euthanizing an extremely high 300 dogs and cats estimated a month.

What’s notably disturbing is the deaths were occurring alongside allegations that animals were dying from neglect rather than being humanely euthanized.

Reports and records cited in the current controversy point to severe overcrowding and poor conditions at Detroit Animal Care and Control during El-Sayed’s tenure. Local news reports, a whistleblower lawsuit and records indicate allegations that animals were left in unhealthy, overcrowded conditions, with inadequate care.

A whistleblower lawsuit alleges mistreatment and serious operational failures; the city of Detroit ultimately reached a $63,000 settlement in 2016.

The whistleblower alleged animals died from neglect, not euthanasia. Former animal-control officer Brittany Roberts, the whistleblower, said she witnessed animals die because they lacked adequate food and medical care.

The whistleblower lawsuit alleged dogs were fed on floors contaminated with feces and were kept in cages too small for them to turn around.

The whistleblower described a shocking routine: she said employees would walk through the facility in the morning essentially to see which animals were still alive before feeding them.

Also, Roberts alleged that dogs were not regularly scanned for microchips before being euthanized, potentially meaning lost pets could be killed without first determining whether an owner could be found.

There were allegations of improper treatment of dogs while alive. Roberts reported an incident in which another animal-control officer allegedly dangled a small dog by its neck using a catch pole.
